The EBA intends to award a contract for consultancy services related to the preparation of the EU-wide financial institution stress tests. The contract will be for a period of 1 year. The consultant shall provide advice and assistance to the EBA in all topics relating to the design, implementation and reporting of stress tests. The services will include but not be limited to ‘ex post’ assessment of previous stress test exercises and methodologies, development of turnkey methodologies for benchmarking results of bottom-up stress tests, assistance with methodologies for the collection, management and storage of data, and development of turnkey and interactive tools for reporting and presentation of stress test data.

The total estimated quantity of services equates to 20 man-months of consultancy. The contract shall be entered into for a duration of 1 year. EBA may at a later stage exercise the option to increase the maximum quantity of the services and contract value via negotiated procedure with the successful tenderer in accordance with Article 126(1)(f) of the Implementing Rules of the Financial Regulation (Commission Regulation No 2342/2002).

Groups of economic operators (consortia) are authorised to submit tenders (joint tenders). In this case, each member of the consortium shall fulfil the requirements and accept the terms and conditions set out in the tender dossier. The members of the consortium shall designate 1 member as consortium leader with full authority to bind the consortium and each of its members. The consortium leader shall act as a single point of contact with EBA in connection with the present procurement procedure.
EBA may not demand that consortia have a given legal form in order to be allowed to submit a tender. However, the consortium selected may be required to adopt a given legal form after it has been awarded the contract and before the contract is signed, if this change is necessary for the proper performance of the contract.
