Leicester City Council has been successful in securing development funding for a £1.1million Townscape Heritage Initiative (THI) supported by the Heritage Lottery Fund (HLF). Following a successful second bidding round in 2014, works will begin in the THI area to tackle social and economic problems. Initiatives such as building conservation repairs, bringing empty buildings back into new uses and partnership working with businesses and property owners will spruce up the area and make it much more vibrant.
The identified THI zone (see attached map) is predominantly situated within the Guildhall Cathedral Conservation Area, which in the past year has become high profile on a national scale due to the discovery of Richard III. There are currently a number of exciting developments in the area related to the discovery such as the proposals for the King’s grave and the landscaping of the Cathedral Gardens as well as the Richard III Visitor Centre which is due to open in 2014
Scope of works
Production of a bespoke public realm strategy for Leicester’s THI area, which is expected to cover the following:
•Deliver a contemporary and long-term vision for the public realm of Leicester’s THI area
•Deliver the broader strategic goals of the Heritage Lottery Fund, the Council and the community
•Look for opportunities to restore or reinstate the historic townscape
•Improve the area’s image and encourage greater use
•Support regeneration – to enhance the economic viability of the city centre
•Deliver high-quality public spaces
•Create/ reinforce the identity of the area – to establish and celebrate the old towns character areas and make it more memorable and appealing
•Achieve high quality materials/ furniture/ workmanship
•Ensure public space responds to changes in population, local demographics and changing lifestyles
•Link strategic issues, funding and maintenance to ensure the quality that is desired across the public realm is achievable
•Guide different types of activities in public spaces
•Make the area accessible and user friendly – exploit one of Leicester’s best heritage assets
•Identify how points of specific visual attractiveness can be created – “wow” factors.
•To establish a limited palette of materials that is: Robust and durable, low maintenance, easily sourced, vandal resistant, and affordable.
•Accommodate cyclists in streets.
