Description of the contract

A recently completed reorganisation of NOC IT has been largely focused on creating a more integrated group providing high quality support across the whole of NOC. This requirement for an integrated IT function has been mandated by the NOC executive and mirrored by user requirements, particularly those staff who regularly commute between sites. As an initial response to meeting this requirement, NOC IT have raised a project to manage the creation and implementation of a new single Service Desk to replace the two separate helpdesks currently in place. The Service Desk will be designed to meet the requirements of both sites and will be located at the Southampton site. This project will incorporate the executive mandate and NOC user requirements, and when beneficial it will incorporate the differing requirements, working practices and makeup of the two sites. Where practical and reasonable the project will incorporate sufficient flexibility and/or adaptability to incorporate new technologies or service changes etc. It is NOC IT’s continuing objective to implement the government recommended ITIL methodology where practical and beneficial. The service desk is intended to reduce costs and improve efficiencies, for example by employing full time Service Desk Analysts, the Service Desk will reduce costs and free up senior IT resource. In order to ensure an independent perspective and incorporate current best practice on IT Service Desk design it is envisaged that external IT Service Desk consultants be contracted to assist with this work. Further it is predicted that work generated by the introduction of the new Service Desk will require a band 6 Service Desk Analyst FTA for up to 1 year in order to implement the required operational changes and systems installation/configuration.

UK Shared Business Services eSourcing As part of the strategic alliance between UK Shared Business Services Ltd (UK SBS) and Crown Commercial Service (CCS), UK SBS can use the CCS eSourcing Suite for future procurements. If you have not yet registered on the eSourcing Suite, this can be done online at https://gpsesourcing.cabinetoffice.gov.uk by following the link ‘Register for CCS eSourcing’. Please note that, to register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation which you are registering, who will be entering into a contract if invited to do so. Once you have registered on the eSourcing Suite, a registered user can express an interest for a specific procurement. This is done by emailing ExpressionOfInterest@ccs.gsi.gov.uk. Your email must clearly state: the name and reference for the procurement you wish to register for; the name of the registered Bidder; and the name and contact details for the registered individual sending the email. Crown Commercial Service will process the email and then enable the Bidder to access the procurement online via the e-Sourcing Suite. The registered user will receive a notification email to alert them once this has been done. The Sourcing documents can then be accessed on the eSourcing Suite at: https://gpsesourcing.cabinetoffice.gov.uk using the instructions detailed in the Specification documents within Contracts Finder.
