II.1.5)Short description of the contract or purchase(s)

North Star Housing Group currently comprises of Endeavour Housing Association and Teesdale Housing Association.
North Star Housing Group wishes to procure a Framework Agreement pursuant to which it is envisaged that contracts will be let to consultants within the Framework for the provision of a range of consultancy services. The proposed Framework Agreement will be in place for a maximum period of 4 years, however contracts called-off under the Framework Agreement may, where appropriate, continue for periods greater than 4 years.
Under the Framework Agreement each member of North Star Housing Group (both current and future) will have the option to call-off contracts with individual consultants as and when services are required. In addition, other Social Housing Providers in the UK (both those that are in existence now and those that may come into existence during the term of the Framework Agreement) will also be entitled to call-off contracts under the Framework Agreement. Social Housing Provider for this purpose means any provider of social housing and includes registered housing providers, local authorities, local government ALMOs and unitary authorities. A list of these can be found by visiting www.homesandcommunities.co.uk. Such Social Housing Providers will only be entitled to call off under the Framework Agreement if North Star Housing Group consents.

Applicants should note that, under the Framework Agreement, none of the members of North Star Housing Group (or any other Social Housing Provider) shall be under any obligation to call-off contracts with individual consultants.
The Framework Agreement will be divided into 6 Lots. These Lots and the estimated value of the services to be called off under them over the 4 year term are set out in Annex B of this Notice.

1)Short description

Contracts called off under this Lot will be for the provision of architectural services.
North Star Housing Group will require any consultants appointed to this Lot to have membership of (or working towards membership) the RIBA and be able to complete all duties reasonably expected of an architect including (without limitation):
— preparation of studies to enable the client to decide whether to proceed,
— preparation of outline and detailed design and project briefs and,
— assisting the client at final inspections and settling the final account.
Consultants appointed to this Lot shall demonstrate reasonable skill and care as is expected of a person deemed competent to undertake the role.

Lot No: 2 Lot title: Employers agent services

1)Short description

Contracts called off under this Lot will be for the provision of employers agent services.
North Star Housing Group will require any consultants appointed to this Lot to be able to demonstrate the relevant skills and experience to complete all duties reasonably expected of an employers agent including (without limitation):
— analysing the clients brief and preparing a) an estimate of the construction cost & b) a draft project programme,
— developing schemes for outline proposals,
— formulating the brief to the contractors in the form of the employers requirements together with the associated tender documentation,
— advising on warranties, bonds, consents and licenses,
— negotiation to achieve a tender offer within the pre-determined construction cost estimates,
— sanction the contractors detailed design, and any design changes throughout the contract,
— provide a full cost control administration service,
— carry out quality inspection on completion of the works and issue appropriate certification under the contract and,
— arrange commissioning and any maintenance contracts for M&E installation.
Consultants appointed to this Lot shall demonstrate reasonable skill and care as is expected of a person deemed competent to undertake the role.

North Star Housing Group will require any consultants appointed to this Lot to have membership of (or working towards membership) the APS (or other bodies stated in the ACP) and be able to complete all duties reasonably expected of them including (without limitation):
— advising and assisting the client with their duties,
— notifying details of the project to HSE,
— co-ordinating health and safety aspects of design work and co-operating with others involved with the project,
— facilitating good communication between the client, designers and contractors,
— liaising with the principal contractor regarding on-going design work,
— collecting and forwarding on pre-construction information to the appropriate parties and,
— preparation and updating of the health and safety file.
Consultants appointed to this Lot shall demonstrate reasonable skill and care as is expected of a person deemed competent to undertake the role.

Lot No: 4 Lot title: Structural engineering services

Contracts called off under this Lot will be for the provision of structural engineering services.
North Star Housing Group will require any consultants appointed to this Lot to have membership of (or working towards membership) the RICS and be able to complete all duties reasonably expected of a structural engineer including (without limitation):
— taking instruction from the client,
— preparing reports, designs and drawings,
— liaising with all other parties to the project,
— advising on specifications and the suitability of materials and contractors,
— making calculations about loads and stresses,
— providing technical advice throughout the process,
— obtaining planning and/or building regulations approval,
— monitoring and inspecting work undertaken by contractors and,
— administering the contracts and ensuring compliance with the CDM regulations.
Consultants appointed to this Lot shall demonstrate reasonable skill and care as is expected of a person deemed competent to undertake the role.

Lot No: 5 Lot title: Clerk of works services

1)Short description

Contracts called off under this Lot will be for the provision of clerk of works services.
North Star Housing Group will require any consultants appointed to this Lot to have membership of (or working towards membership) one of the following bodies:
— Institute of Clerk of Works,
— Institute of Building Control Officers,
— Royal Institute of Chartered Surveyors.
Consultants will be expected to complete all duties reasonably expected of a clerk of works including (without limitation):
— working with the design team, advising as to the preference regarding design, material specification and components and advising as to the teams commitments to modern methods of construction, best value and whole life costings,
— co-operate with all other parties to ensure that all aspects of the work are properly co-ordinated, ensuring compliance with the specification and contract programme, and advising of any non compliance or slippage against programme,
— attendance at site meetings and a minimum of at least twice weekly site visits,
— inspect and report as to the suitability, appropriateness and quality of all works which have been undertaken,
— submission of detailed progress reports following site visits,
— attendance on site to agree quality levels prior to handover and at handover to ensure compliance with the pre agreed standards and that all required certification is in place and,
— monitoring properties during the defects liability period to see if repetitive defects are occurring due to poor design or component specification and advising the design team as to these occurrences.

North Star Housing Group will require any consultants appointed to this Lot to be a BREEAM registered code assessor.
Consultants will be expected to complete all duties reasonably expected of a code assessor including (without limitation):
— advice and guidance at early design stages and production of pre-assessment reports for planning applications,
— registering the development,
— full design review and advice on most appropriate code level achievement strategy for the development,
— design stage assessment of the project leading to interim certificate,
— working with the design team to ensure knowledge develops along with the project, and the impact of any design changes are accurately assessed and,
— post-construction stage report leading to final Code Certificate.
