Portsmouth City Council is inviting suitably qualified and experienced provider organisations to submit a proposal for the provision of Continuing Healthcare Block Beds.
These will be a mixture of Continuing Healthcare Challenging Behaviour Beds and Standard Continuing Healthcare Beds.
The contracts will commence on 13.12.2016 and will be let for an initial 5-year period with the option of an extension of up to 2 further years; subject to the agreement and performance of both parties, however depending on on-going requirements some contracts may be let longer than the initial period on a rolling basis where this is warranted.
Closing date for tender submissions will be midday 30.9.2016.

The total value of the contract is estimated at £25 million. This includes all Lots and extension options plus any impact of warranted rolling contracts to support customer need.
This is a procurement for services specified in Public Contracts Regulations 2015 as those covered by the Light Touch Regime (LTR). The procurement exercise will be conducted in accordance with regulations 74 to 77 of the Public Contracts Regulations 2015 and the information contained in the Invitation to Tender and associated documents.
Where the term ‘pseudo’ has been used, before referring to a provision that is available in the main rules, this is to make clear that we are describing a practice in the LTR that inevitably looks and feels similar to the provision prescribed in the main rules, but is not actually a defined provision in the LTR regulations, so actually none of the formal procedural rules have any direct application when this is practised in LTR contracts.
