The Council requires the successful contractor(s) to provide high quality, well maintained bus shelters, automatic public conveniences and advertising units, including the management of advertising on these structures during the term of the agreement. The services are tendered as two lots – lot 1 covering Kingston Town Centre and lot 2 covering the remainder of the Borough.

LOT 1: Provision and maintenance for bus shelter, street furniture and on-street advertising in Kingston Town Centre.
The Council is seeking a suitably qualified partner to provide bus shelters and other specified street furniture in Kingston Town Centre. The Council requires the successful contractor to provide high quality, well maintained bus shelters, automatic public conveniences and advertising units during the term of the agreement. This may include the requirement to install, renew and/or refurbish equipment as required.
The Council is seeking proposals with regard to:
— The current locations as detailed in the tender documentation,
— Plans for additional advertising displays either at existing shelter locations or by increasing the number of freestanding advertising units and columns in the town centre.
LOT 2: Provision and maintenance of on-street advertising throughout the Borough, excluding the Town Centre.
The Council is seeking a suitably qualified partner to supply and maintain free standing advertising units throughout the Royal Borough of Kingston upon Thames, excluding the Town Centre and sections of roads managed by Transport for London. The Council requires the successful contractor to provide high quality, well maintained advertising units during the term of the agreement. This may include the requirement to install, renew and/or refurbish equipment as required.
The Council is seeking proposals with regard to:

1)Short description

The Council is seeking a suitably qualified partner to provide bus shelters and other specified street furniture in Kingston Town Centre. The Council requires the successful contractor to provide high quality, well maintained bus shelters, automatic public conveniences and advertising units during the term of the agreement. This may include the requirement to install, renew and/or refurbish equipment as required.
The Council is seeking proposals with regard to:
— The current locations as detailed in the tender documentation,
— Plans for additional advertising displays either at existing shelter locations or by increasing the number of freestanding advertising units and columns in the town centre.

3)Quantity or scope

The base requirement is for the provision thirty four (34) bus shelters of various configurations and two (2) automatic public conveniences. There are advertising panels on twenty one (21) of the existing bus shelter locations. In addition there are two (2) pillar columns and twenty eight (28) freestanding advertising units distributed throughout the town centre. The freestanding advertising units are a mix of single face and scrolling display units and each column has 4 advertising faces. Each freestanding advertising unit incorporates one (1) Council Information Panel (CIP) on the reverse and each column two (2) CIP’s. In total there are currently one hundred and eighteen (118) 6 sheet advertising faces and thirty two (32) CIP’s in the town centre.

Information and formalities necessary for evaluating if the requirements are met: The Authority will apply all the offences listed in Article 45(1) of Directive 2004/18/EC (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC (see also Regulation 23(2) in the PCR 2006) to the decision of whether a Candidate is eligible to be invited to tender.

The Royal Borough of Kingston upon Thames invites tenders from suitably experienced organisations for the provision of Bus Shelters, Street Furniture and On-street Advertising services. The services to be provided are divided into two Lots.
LOT 1: Provision and maintenance for bus shelter, street furniture and on-street advertising in Kingston Town Centre and LOT 2: Provision and maintenance of on- street advertising throughout the Borough, excluding the Town Centre.
