Building surveying services. Timber-impregnation services. Application work of protective coatings. Electrical installation work. Plumbing and sanitary works. Floor and wall covering work. Wolverhampton Homes Limited (WHL) is an Arm’s Length Management Organisation (ALMO) established in 2005 which manages and maintains Wolverhampton City Council’s Social Housing Stock (approximately 23 200 properties).
Wolverhampton Homes’ undertakes response repairs and maintenance to the Housing Stock using its In-house Team Repairs and Improvement Teams, supported by a number of specialist Contractors.
A suitably qualified and experienced Contractor is required to support the In-House Team by undertaking Damp Surveys and the associated remedial works on a call-off basis.
Services include all technical rising damp related works including:
a) Surveys;
b) DPC injection and renewal;
c) Timber Treatment;
d) All associated remedial works, including, among other items:
— Removal and replacement of Gas appliances;
— Removal and replacement of Electrical appliances;
— Electrical testing;
— Other Minor Electrical Works;
— Plumbing works;
— Flooring works;
— General building works.
The Contract shall be for a period of 4 years.
The winning Contractor will be required to provide and be responsible for the provision of all services and meeting all response repairs and rectification times.

Information and formalities necessary for evaluating if the requirements are met: The Authority will apply all the offences listed in Article 45(1) of Directive 2004/18/EC (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC (see also Regulation 23(2) in the PCR 2006) to the decision of whether a Candidate is eligible to be invited to tender.

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender.
Wolverhampton Homes will not reimburse any expense incurred by potential providers in preparing their responses or in any participation in any aspect of the competition unless specifically stated otherwise.
Wolverhampton Homes reserves the right to: cancel this procurement; not award a contract as a result of this procurement, amend or vary this procurement; or award a contract to more than one Service Provider as a result of this procurement.
As the Arm’s Length Management Organisation of Wolverhampton City Council, Wolverhampton Homes reserves the right for the Council to raise orders under this Contract.
Wolverhampton Homes wishes to promote skill issues and training and re-training opportunities through its procurements. To this end, it is intended that conditions will be included in any contract(s) awarded from this procurement that will require the winning contractor(s) to use all reasonable efforts to implement apprenticeship and re-training schemes during the delivery of its contract.
