Description

SCDC is seeking to appoint a contractor to deliver a range of services supporting key aspects of our Economic Development ambitions. The successful contractor will be responsible for implementing current initiatives and working closely with us to refine and recommend a further 1-3 year strategy.

We have recently resolved to develop our Economic Development activity around three approaches:

1) Mainstream council activities that support business activity in the district including:
• Administration of business rates including hardship relief.
• Dealing with planning applications for new and existing businesses.
• Support, regulation and enforcement, including, for businesses preparing and selling food, licensing premises selling alcohol and taxi firms, management of noise and disturbance.

These services run smoothly as separate functions. We are committed to improving the quality and efficiency of our services through better internal co-ordination, and through making best use of our new website and customer contact team. We are interested in improving the co-ordination and connections within the Council and with our public sector partners. This could be described as ‘enhancing the customer journey for businesses’. We want our services to be business friendly and reflect the needs and priorities identified by customers.

2) Working collaboratively with strategic partners to support economic growth through:
• The Local Enterprise Partnership, County Council and City Deal, for instance, to ensure effective investment in infrastructure, provide business support programmes and encourage inward investment.

• Developing economic development strategies for large scale developments with the promoters and local networks, recognising the value of commercial, service and retail sectors, in order to ensure co-ordinated delivery of all these sectors alongside residential development.

• It is anticipated that senior staff from the Council will continue to lead engagement and joint working with the LEP and County Council, and lead involvement in the City Deal bid. The timing of the work on large scale developments will need to be aligned with the programmes agreed with the promoters or developers for these schemes, and may also be funded by the promoters or developers.

3) Developing a programme of support for the economy of villages in South Cambridgeshire, to include working with parish councils and providing business support for pubs and new social enterprises.

The Council recently received two reports that looked as sustainability within the agriculture and pub sectors. As a result, we want to develop a more locally focussed programme of business support.

Outcomes to be delivered by 30 November 2013

Successful launch of the Business Register

Agreed plan for enhancing the role of the website and customer contact centre in answering queries, and for developing Key Account Management.

Agreed plan to provide neighbourhood based support to pubs and other village businesses.

Agreed 3 year action plan for the Council’s Economic Development programme, with annual measures and specific projects

Duration and Timescales

Time will be of the essence, the successful bidder will be expected to prioritise this assignment above any existing work and dedicate resources from the date of appointment to conclusion to the timescales provided by and to the satisfaction of the Director of Planning and New Communities.

The project will commence immediately and run until 31st December 2013. It is envisaged that in the region of 40 days will be required to 30 November, and a further 10 days to be used subsequently as agreed. The Council reserves the right to extend the contract at the Councils Discretion up to a further 12 month term. The rates for the contract will remain static throughout the total contract term.

The closing date is for the closing date for completed submission of Tenders to South Cambridgeshire District Council, is the 09/09/2013 no later than (13:00 Hours). Submissions will need to be via our electronic tender portal.
