This contract is for Festivals and Events Evaluation, Durham County Council (DCC) wishes to measure the impact of the various cultural activities which it supports. The range of events and festivals varies in terms of size, content and objectives. Some are commissioned from external bodies, while others the authority programmes and delivers. Our existing framework is a single, commonly agreed set of questions and metrics, which can be tailored to the specific requirements of each activity, but which still allows for comparison across portfolio. This framework currently includes compulsory Audience Agency questions (part of our NPO funding criteria) and may also need to encompass additional questions as required by Arts Council England through their Impact & Insight toolkit. The events to be evaluated are as follows: • Bishop Auckland Food Festival 2021 May • Seaham Food Festival 2021 June • BRASS 2021 July • Durham Book Festival 2021 October • Lumiere 2021 November • Bishop Auckland Food Festival 2022 May • Seaham Food Festival 2022 June • BRASS 2022 July • Durham Book Festival 2022 October The appointed company will be expected to recruit, train and supervise any fieldworkers engaged in data capture, and should be skilled at using online/digital methods for data capture.
