The Clinical Biochemistry Department at SWBH NHS Trust in Birmingham requires an additional inductively coupled plasma mass spectrometer (ICP-MS) machine to help with the growth in workload of our trace elements laboratory. The ICP-MS equipment required needs to be able to perform the full range of elemental analysis undertaken in our busy trace elements laboratory, with a particular emphasis on high throughput analysis for elements such as chromium and cobalt in blood samples. Our ongoing research interest in blood spot analysis of trace elements also means that we require a a machine that has high sensitivity. Our laboratory performs the work of our own patients and also undertakes receives samples for a large number of NHS Trusts around the United Kingdom and recent guidelines for the assessment of patients fitted with metal on metal hip replacement is leading to substantial increases in workload. This will be a capital purchase with installation required before April 2013.

Precise information on deadline(s) for lodging appeals: The Trust will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period.
Such additional information should be required from the Chief Executive’s office, City Hospital. If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages.
