This notice relates to a contract covering areas of housing stock within London and Essex as detailed below:
— North East (including Haringey, Waltham Forest, Newham and Tower Hamlets);
— Lewisham (including Bromley);
— Hackney;
— Charlton Triangle (Greenwich);
— Essex region;
— North West Region (including Barnet, Harrow, Brent, Ealing and Hillingdon);
— South East Region (Southwark);
— South West Region (including Wandsworth, Lambeth, Merton, Sutton and Croydon);
— Islington;
— Old Oak Region (including Westminster, Kensington and Chelsea, Hammersmith and Fulham).
Charlton Triangle and Old Oak Plus are subsidiaries of Family Mosaic and for whom Family Mosaic carry out pest control treatment and proofing works. Orders for pest control treatment and proofing works may be placed for Charlton Triangle and/or Old Oak Plus properties but neither Charlton Triangle nor Old Oak Plus will be a party to the contract.
The contract includes both Pest Control Treatment and Proofing Works.
a) Pest Control Treatment:
The treatment services and/or works will comprise of but are not limited to:
The monitoring, treatment and eradication of pests in both individual and Communal dwellings, inclusive of internal and external areas as required.
The Contractor will be required to use different formulations such as spray, bait, space treatment, dust and any other formulation agreed by the Family Mosaic. If the dwelling is heavily furnished and/or the infestation cannot be treated effectively using conventional formulations a space treatment may be used, in accordance with the manufacturer’s instructions, provided the prior written approval of Family Mosaic has been obtained.
b) Pest Proofing:
The proofing works will comprise of but are not limited to:
Investigation of pest entry points both internally and externally to the dwelling including for example removal of kitchen and bathroom units and reinstating, cutting access holes for investigation and making good, removal and reinstatement of loft insulation and the completion of appropriate proofing following eradication to restrict future pest access with materials agreed by the Family Mosaic for example, wire wool and concrete.

The contract is for an initial period of 36 months with an option to extend for a further period of up to 12 months. Family Mosaic expects the contract to start on 16.1.2017.

Family Mosaic is utilising Share Point to manage the sharing of documentation in relation to this procurement. The portal has been set up to enable candidates to access documentation and post any queries they may have. The contract will have a duration of 3 + 1 years. Tenderers will be required to submit a tender to perform the full scope of works which may be requested by Family Mosaic under this Contract. Further details are set out in the procurement documents.
As part of the delivery of the above, the successful contractor will be required to establish a direct interface link with Family Mosaic’s IT system (provided by Northgate) to facilitate real time operational updates for Family Mosaic and will be required to provide all operatives with hand-held devices to ensure real time data sharing. The contractor will also be required to provide a Freephone telephone number to enable appointments to be arranged by Family Mosaic or its customers.
In section II.2.6) the estimated maximum value is stated — the value range for this Contract is estimated to be 1 650 000 GBP-2 100 000 GBP.
Submitting a response to this notice does not guarantee that a candidate will be invited to tender. Family Mosaic may terminate or suspend the award process at any time without incurring any cost or liability. Family Mosaic does not bind itself to enter into any contract arising out of the procedures envisaged by this notice. No contractual rights expressed or implied arise out of this notice or the procedures envisaged by it. Family Mosaic will not be liable in any way to any candidate or tenderer for any costs incurred in connection with this procurement process. Family Mosaic reserves the right to disqualify any candidate who provides information or confirmations which later prove to be untrue or incorrect; does not supply the information required by this notice or by the pre-qualification questionnaire or as otherwise directed by Family Mosaic during the procurement process; or fulfils any 1 or more of the criteria stated in the pre-qualification questionnaire (including Regulation 57 of the Public Contracts Regulations) 2015.

Part 3 of the Public Contracts Regulations 2015 addresses the remedies available to economic operators. Family Mosaic will incorporate a minimum of ten (10) calendar day’s standstill period in accordance with regulation 87 of the Public Contracts Regulations 2015 prior to concluding the award of any contract pursuant to this notice.
