The College intends to develop and extend existing College buildings to provide modern teaching, administration and support services in a new Performing Arts Centre and a new Engineering Centre and wishes to appoint a Project Manager to carry out project management services.
The Project Manager will provide a full project management service to include liasion with the College through the Estates Manager, Project Initiation and Strategic Property Advice, Construction Project Management The scope will be that necessary to manage the whole project in compliance with the College’s brief to achieve a finished building that is fit for purpose, can be operated within the College’s financial and human resources, is energy efficient, follows sustainable energy guidelines, uses, wherever possible, alternative energy sources and achieves BREEAM Excellent status and will cover Procurement Methodologies, Plan of Work, Construction of a proposed Performance Arts Centre and a proposed Engineering Centre encompasing procurement options, expenditure limits and site constrainsts arising from initial brief; making recommedndations on site surveys and investigations, the appointment of Consultants ; arranging and co-ordinating feasibility studies and progress recommendations to finalise brief; organise cost plans and cash-flows in conjuction with the Project QS; co-ordinate Design Team including chairing meetings to monitor progress, ensure flow of design information, agree project specifications, ensure compliance with Statuatory regulations; arrange for Construction Project Tenders and monitor construction phase.
In addition, because the buildings will remain occupied and in use by teaching, administrative and support staff and students, the Project Manager will be expected to ensure that the design, planning and construction stages, managed and undertaken by others, minimise disruption to the College’s core business and to ensure public safety.
It will be a condition of the Project Manager’s appointment that he work in close liaison with the Lead Consultant and Quantity Surveyor, who will be appointed directly and separately by the College, to ensure good management reporting and cost control.
It is expected that this appointment will be undertaken in two phases:
Phase 1: Feasibility Study in line with RIBA Plan of Work Stages A-B
Phase 2: Full Scheme in line with RIBA Plan of Work Stages C-L
The estimated construction value of the project is GBP 11 210 000 (ex VAT)
The successful applicant will be appointed under NEC3 – Professional Service Contract

PERFORMANCE ARTS CENTRE:
To develop and extend existing Further Education College teaching and administrative buildings to provide a specialist Perfomance Arts Centre building comprising
General Classrooms, Practice Rooms, Studios and Performance Spaces with Administration Offices and associated soft and hard landscaping in a new building comprising approx 3 400m2 new build over 3 floors at an indicative cost of GBP 6 380 000.

ENGINEERING CENTRE
To refurbish existing Further Education College teaching and administrative buildings to provide a specialist Engineering Centre building comprising
General Classrooms and Workshop based Vocational Teaching Spaces with associated soft and hard landscaping comprising 4 220m2 over 4 floors (new build – 600m2 and a refurbished area of 3 620m2) at an indicative cost of GBP 4 830 000.
GENERALLY:
Both Projects will require decanting management services.
It is expected that the works will be carried out, using traditional procurement methodologies under either a Main Contract or Design Build solution with standard conditions of contract in a phased manner to eliminate disruption to the College’s core business that will remain in occupation and use throughout the period of the redevelopment.
It is a condition of funding that Project Completion is acheived by September 2015

The contract will be placed with a single consultant to provide Lead Consultancy who will engage approved sub-consultant as required on ‘domestic’ contracts and ensure and warrant that they enter into a Warranty agreement with the College as set out in the NEC 3 – Professional Services Contract.
