Description of the goods or services requiredThe contract with the current Service Provider of Public Relations services has expired and HIAL wish to take this opportunity to develop a refreshed approach for our Public Relations and Public Affairs service and delivery. The Service Provider shall be suitably qualified and experienced to provide the following requirements, whislt offering best value. The list is not exhaustive but provides the basis of the Services to be provided within each Lot. Lot 1 – Public Relations Services – To monitor stakeholder opinions of HIAL and agree as necessary any repair plans to lift them to an agreed measurable level within agreed timescales; – To monitor stakeholder communications over the next 12 months and make/suggest any changes etc; – To increase local air traveller awareness and support for the HIAL airport routes; – To develop and deliver a strategic communications plan with agreed objectives for the Company, which includes all media channels (social media included); – To develop and help deliver a stakeholders engagement plan, with agreed objectives, which includes regular meetings with stakeholders and briefings on HIAL activity and concerns / issues; – To produce high quality press releases / blogs / tweets / facebook posts etc, based on HIAL activities, for the 11 airports and head office throughout the year; – To produce reactive press statements from 11 airports and head office as required to meet media deadlines; – To assist in crisis communications management as required; – To develop productive relationships with relevant national, local and specialist (transport and aviation) media; – To manage airport filming enquiries, to maximise revenue and minimise operational impact; – To work with key partners e.g. airlines and airport teams to develop and manage press conferences as required; – To provide general advice and support services as required. Services shall not be sub-contracted. Lot 2 – Public Affairs Services – To draft submissions to relevant government consultations and select committee inquiries as required; – To monitor and respond to public policy threats and opportunities. It is anticipated that the Service will require up to 20 days per year, therefore an hourly rate is required. Services shall not be sub-contracted. Total quantity or scope of tenderLot 1 – Public Relations Services The service must be available five days a week, 52 weeks of the year, during normal working hours. Provision for an on-call service outwith these hours should be included. If it is economically viable to do so, HIAL may request a seven days a week service. It is anticipated that the Service will require approximately 30 – 35 hours per month. Lot 2 – Public Affairs Services It is anticipated that the Service will require up to 20 days per year, therefore an hourly rate is required. |
