Stairlifts. Lifts. Hoists. Wolverhampton Homes Limited (WHL) is an Arm’s Length Management Organisation (ALMO) established in 2005 which manages and maintains Wolverhampton City Council’s Social Housing Stock (approximately 23 200 properties).
WHL maintains 561 Domestic Lifts, including stair-lifts, vertical lifts, and hoists, of various makes and models across the Wolverhampton. This figure is subject to change over the lift time of the Contract.
An established, competent, Contractor to provide the following 3 services to the Client’s Domestic Lifts located throughout the City:
1. Servicing, Repair and Maintenance.
2. Response Breakdown call out.
3. Remove and Refit, and Other Services.
The winning Contractor must be able to provide the required services for all types of Domestic Lifts the Client manages.
The winning Contractor is required to provide and be responsible for the provision of all services and meeting responses and rectification times in this Contract, including any work provided by sub-contractors.
It is intended to award a 4 year contract with options to extend for up to a further 2 years.

Information and formalities necessary for evaluating if the requirements are met: The Authority will apply all the offences listed in Article 45(1) of Directive 2004/18/EC (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC (see also Regulation 23(2) in the PCR 2006) to the decision of whether a Candidate is eligible to be invited to tender.

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender. Wolverhampton Homes will not reimburse any expense incurred by potential providers in preparing their responses or in any participation in any aspect of the competition unless specifically stated
otherwise.
Wolverhampton Homes reserves the right to: cancel this procurement; not award a contract as a result of this procurement, amend or vary this procurement; or award a contract to more than one Service Provider as a result of this procurement.
As the Arm’s Length Management Organisation of Wolverhampton City Council, Wolverhampton Homes reserves the right for the Council to raise orders under this Contract.
Wolverhampton Homes wishes to promote skill issues and training and re-training opportunities through its procurements. To this end, it is intended that conditions will be included in any contract(s) awarded from this procurement that will require the winning contractor(s) to use all reasonable efforts to implement apprenticeship and re-training schemes during the delivery of its contract.
