Description of the goods or services requiredStirling Council require a Framework of experienced building contractors to support the requirement for upgrades and refurbishment of their existing public building stock. The scope of this Framework will cover internal alteration projects to the existing public buildings. The nature of works and services required will principally include builderswork and joinery trades; and will require the management of multiple trades. The projects will be based in existing public buildings, and are likely to be in live work environments. Projects may require 7 day and back shift works, and contractors must have experience interfacing with other contractors. All projects will be fully designed and specified. Minimum standards and qualification requiredThe following included in the Pre Qualification Questionnaire are Pass/Fail criteria. If you do not achieve a Pass in all of the following sections you will be disqualified and will not progress to the next stage of the process. Professional & Business Standing Economic/Financial Standing Technical Capacity & Capability The following are the criteria and sub-criteria against which completed PQQ’s will be evaluated. Applicants will be expected to achieve 70% of the total score available and the first 10 top ranked applicants will progress to the second stage of the process. Applicants that do not achieve 70% will not progress to the second stage of the process unless the number of applicants achieving 70% is less than 10. In this event, the first 10 top ranked applicants will progress to the second stage of the process even though they may have failed to achieve the required percentage of the total score available. Main Business Activities – 30% (90 points) Demonstration of Experience – 50% (150 points) References – 20% (60 points) A Prior Overall Weighting Model (POW) with a Price/Quality ratio of 50% Price / 50% Quality will be used to evaluate the tenders submitted by applicants selected from Stage 1 to progress to Stage 2 of the process. Quality Assessment – % of 100% Quality Management – 20% Discrimination – 10% Sustainability and Environmental Management – 20% Health and Safety – 12.5% Method Statements – 37.5% |
