Description of the goods or services required

Stirling Council requires a Framework of experienced mechanical installations contractors for small to medium sized projects. The projects will include full replacement of boiler and heating installations, biomass boiler installations, solar thermal installations, ventilation and air conditioning projects; and significant /partial replacement upgrades to existing systems. The projects will be based in existing public buildings, and are likely to be in live work environments. Projects may require 7 day and back shift works, and contractors must have experience interfacing with other contractors. All projects will be fully designed and specified. Contractors must have full Gas Safe and SNIPEF membership. Preferably B&ESA members, and either NICEIC or SELECT full members.

3 Conditions for Participation

3.1

Minimum standards and qualification required

Based on the information provided, proposals will be evaluated in accordance with the following methodology:

1st Evaluation Stage (Selection) – Pass/Fail Evaluation

The following are Pass/Fail criteria. If you do not achieve a Pass in all of the following sections you will be disqualified and will not progress to the second stage of the process.

Professional & Business Standing – Pass/Fail

Discrimination – Pass/Fail

Economic/Financial Standing -Pass/Fail

Vetting – Protection of Vulnerable Groups – Pass/Fail

1st Evaluation Stage (Selection) – Ranked on Score Evaluation

The following are the criteria and sub-criteria against which completed PQQ’s will be evaluated. Applicants will be expected to achieve 70% of the total score available and the first 10 will progress to the second stage of the process.

Applicants that do not achieve 70% will not progress to the second stage of the process unless the number of applicants achieving 70% is less than 10.

In this event, the first 10 top ranked applicants will progress to the second stage of the process even though they may have failed to achieve the required percentage of the total score available.

2nd Evaluation Stage (Award)

A Prior Overall Weighting model (POW) with a Price / Quality ratio of 50% Price / 50% Quality will be used to evaluate the tenders submitted by applicants selected from Stage 1 to progress to Stage 2 of the process.
