This tender will offer 5 lots as can be seen below. Bidders are able to bid for one or more lots.

Lot 1: Intranet Procurement (Including Design and Information Architecture Requirements)

Lot 2: Corporate Website Development and Build Procurement

Lot 3: Website Design and Information Architecture Procurement

Lot 4: Corporate Website Development and Build Procurement, Plus Website Design and Information Architecture Procurement

There is scope for the Council to award one or more contracts based on the lot structure above.

To ensure we are supporting our workforce, especially as we are moving towards more flexible, remote and home working, we need an intranet that ensures colleagues can:

• quickly and easily access tools they use on a daily basis (e.g. time recording, recruitment);

• quickly and easily access documents and any other relevant information that are relevant to their service;

• self-serve where possible for service requests as well as training needs including enabling colleagues to be confident with digital tools and new ways of working;

• be kept informed of activities and events within the Council;

• promote what is happening;

• in their own service areas;

• work collaboratively with interactive features such as social media, CMIS feeds and/or blogs and feel part of the organisation by enabling a two-way conversation;

• utilise current and future technologies that seamlessly integrate with our Microsoft 365 software;

Milton Keynes Council requires the design and build of a corporate website and a number of sub-sites and templates with a go live date of 31 August 2021.

We are currently transforming the way we deliver services to our citizens and we are committed to a two year Customer Experience Programme to deliver exemplary digital services. A key part of the transformation programme is to deliver a mobile responsive, accessibility compliant website to service a population of about 271 000.

The website will be mobile responsive, offer a seamless online experience for our customers, delivering information, support and advice to a wide audience of residents, businesses and visitors. It will adhere to General Data Protection Regulations (GDPR), https, accessibility, local authority requirements and best practice web standards. The website will also need to facilitate the delivery of information and advice through a number of mediums including databases, documents, images, audio files, videos, mapping and social media feeds.

The website will employ the latest technology and be future-proofed for the next 3-5 years. It will also include creative and innovative features, an array of functions, interactive maps, third-party real-time integration and display, factual information and inspiring images.
