Highways England wish to procure a Cost Planning Business Partner to provide specialist services to deliver Cost Planning services which includes the production of Cost Plans in accordance with Highways England processes.
The scope covers provision of below services on demand to the Cost Planning team.
Technical services to deliver Cost Plans (CAPEX/ OPEX) in accordance with Highways England Estimating Manuals and other processes utilising Benchmark™ Estimating Software, @Risk add-in to Microsoft Excel, any on screen take off, etc.
It is envisaged that the services will be provided remotely at the organisation’s offices with attendance required on an ad-hoc basis at Highways England’s offices. However, on occasion, the provider may be required to undertake the following duties:
1) attend the offices, construction sites or other locations within the UK as and when required;
2) attend meetings at Highways England’s main office in Birmingham or other Highways England’s offices as required;
3) liaison with other Highways England advisers/consultants/contractors as required.
Highways England will not provide any hardware (computers) or software licenses (Benchmark Estimating, @Risk, any on screen take off, etc.) to the Service provider required to deliver the services. The Service provider will be responsible for sourcing their own hardware and software licenses or other to deliver the Cost Planning Services.

Highways England wish to procure a Procurement Strategic Business Partner to work with Highways England Procurement and Commercial team. Providing capacity and capability to the in-house team, enabling greater strength in depth, industry experience and new ideas to ensure Highways England procure contracts to leading edge procurement practice and programme milestones.
The Strategic Partner will primarily focus on delivery of BAU and tactical contracts, allowing Highways England permanent staff to focus on high value awards. These contracts include uniforms, insurance, RIP and SMP schemes to be awarded in advance of new RTM contracts, Salt purchases and support to wider Highways England innovations and initiatives along with the additional contractual assurance, development and commercial validation that will be required. Delivery outcome spans a range of directorates from Major Projects, Smart Motorways, RIP, Safety and Engineering Standards, Strategy and Planning, Communications, ITD, HR, Facilities and Legal all of which require procurement expertise and support to affect the increased level of spend into outsourced contracts that are compliant.
