Description of the goods or services required

Perth and Kinross Council currently communicates with its residents through a twice-yearly printed magazine, Perth and Kinross News, which is delivered to every household and business in the local authority area.

The Council requires continued regular communication with residents. However, given the shift towards electronic means of communication and reductions in the communications budget, combined with an increased focus on working and communicating in partnership, we are seeking an innovative approach to replacing Perth and Kinross News.

We would be interested to hear from tenderers with experience of producing and distributing high quality, well-received, two-way communication to a large, diverse audience of all ages and levels of engagement. This could be in a magazine format, electronic format, a combination, or another method.

We would particularly be interested in hearing about lower cost methods of distribution that would still reach the maximum number of residents.

We would also be interested in models which make the most of opportunities to work with Community Planning Partners and the local media.

Total quantity or scope of tender

The tender seeks suggestions for communications to reach as many as possible of the nearly 150,000 residents (over 70,000 households) of Perth and Kinross, including ‘hard to reach’ groups. Tenders should be broadly within the indicative price range of £20,000 to £25,000 per year.
