The Northern Ireland Civil Service has a requirement for a service provider to deliver a counselling service to its staff.
The Service Provider will be required to provide an effective and professional service that includes the following service areas:
a. Independent Confidential Counselling Service;
b. Telephone Counselling Service;
c. Legal and Financial Advisory Service;
d. Mediation and conflict coaching;
e. Therapeutic Support;
f. Wellbeing/absence management support / coaching.
The service will also be available to other public sector bodies.

In order to pass the Selection stage, Tenderers must demonstrate they meet the following minimum standards of technical or professional ability.
(a) Previous Relevant Company Experience
Tenders must demonstrate through the provision of examples that they have, within the last three years, delivered the services detailed in the tender document ie:
a. Independent Confidential Counselling Service;
b. Telephone Counselling Service;
c. Legal and Financial Advisory Service;
d. Mediation and conflict coaching;
e. Therapeutic Support;
f. Wellbeing/absence management support/coaching.
This must be demonstrated by providing at least two examples delivered within the last 3 years; each example must provide a full description to include:
– Project title and brief summary;
– Project duration (including start date and end date);
– Size of organisation in which the services were delivered;
– Details of which services were provided and how they were delivered
– Relevance of the example to this project.
(b) Staff Qualifications
All staff working in the following areas:
– Face to Face and Telephone Counselling;
– Mediation;
– Legal and Financial Advice.
Must have the appropriate qualifications detailed in the tender specification.
