II.1.4)Short description:

Inspire is an independent organisation with charitable status which is contracted by Nottinghamshire County Council to deliver a range of local authority services, including operation of public libraries. The contract offered is to provide a regular and reliable courier service between all the library service points in Nottinghamshire, but excluding those inside the boundary of the City of Nottingham.

The procurement exercise is being carried out by Nottinghamshire County council on behalf of Inspire. Any contract will be between Inspire and the successful contractor. Inspire will be responsible for the contract management of the contract

All existing staff currently employed on courier operations were transferred from Nottinghamshire County Council on 1.4.2016 and are employed directly by Inspire on local government terms and conditions. The successful bidder would be expected to accept the transfer of some staff on those same terms and conditions.

II.2.4)Description of the procurement:

— The tender is for a single lot and requires the transportation of goods throughout the County of Nottinghamshire.

There are 64 public library and other buildings each of which require at least 1 visit per week, the largest sites will require 4 visits per week. In addition an HQ building in Bilborough, Nottingham, will need to be visited by all vehicles at least once every week day to exchange goods for transport.

— The majority of goods will be library book stock, packaged either in stackable boxes or secure card boxes. Some other supplies, equipment and papers will also be regularly carried.

— The bidder is expected to provide all its own vehicles and equipment, and to employ its own staff.

— The contract duration is to be for 36 months from commencement date, with an option to extend for a further 12 months on the same terms.
