Description of the contract

Natural England requires an ESRI shapefile (or Geodatabase) containing polygons that define the England land surface right down to the Mean Low Water Mark (MLW). This line/limit is defined in the OS Mastermap data, but in different ways. It is mainly identified by the attribute class called Mean Low Water (Springs). This class is present in the OS attribute called ‘descript_1’, within the OS Mastermap TOPOGRAPHICLINE Geodatabase. The first goal is to achieve a set of lines from these sources which effectively form an unbroken line along the MLW. This will include separate outlines of islands around the England mainland coastline such as the Isle of Wight or Scilly Isles. Of course, in order to form topographically sound polygons, all line ends etc will need to be accurately snapped together. The final polygon output will be a shapefile, or more likely, a Geodatabase, which contains a closed polygon of the island of ‘mainland England’ down to the MLW limit. This will also use the national boundary lines for Scotland and Wales. There will also be similar smaller closed polygons defining all ‘island features’ as described above. We need to ensure that ‘isolated tidal pools, that can be present within the MLW line pattern, are removed. This final dataset can then be used by Natural England for selecting out other thematic data down to MLW. This dataset may need updating at regular intervals to keep it in step with OS updating procedures. An new attribute will be required to indicate the source for the final line (ex MLW or ex MHW) or other additional source.
