Description of the goods or services required

The purpose of this Invitation to Tender (ITT) is to invite tenders for the provision of a fifty-two weeks a year Community Payback service.

The introduction of Community Payback Orders within the Criminal Justice and Licensing (Scotland) Act 2010 (for offences committed after 1st February 2011) has seen an increase in demand for supervised unpaid work placements. In addition to increased numbers there are also enhanced targets in respect of ‘immediacy’ and ‘speed’. The Housing and Social Work Service is therefore looking to enhance capacity in terms of placement availability whilst supplementing the existing provision that the Council offer through collaborative working. It is an opportunity to encourage creative and innovative solutions beyond what has traditionally been delivered prioritizing services to young offenders and people with substance misuse issues.

Total quantity or scope of tender

The maximum budget for this service is £120,000 a year. For 2013/2014, as the service will not be starting at the beginning of the financial year, some of the annual budget is available for start-up costs – these should be clearly identified in your bid.

3 Conditions for Participation

3.1

Minimum standards and qualification required

The Council will disqualify any Tenderers who:

a) meet any of the mandatory rejection factors specified in regulation 23(1) of the Public Contracts (Scotland) Regulations 2012 as amended (“the 2012 Regulations”) (see Part B of the Selection Questionnaire)

b) fail to submit a completed Response to the ITT before the deadline stated in the Tender Timetable

c) fail to submit a correctly completed and signed Declaration

d) fail to meet the minimum standards of economic and financial standing specified below:

1. Tenders must commit that they already have in place or will put in place insurances to meet the minimum insurance levels required by the contract terms and conditions

2. Tenderers must be deemed to have sufficient financial standing to deliver the requirements of the Council as set out in this ITT. Financial viability will be assessed using the financial information provided in the Response; however, Tenderers should be prepared to submit copies of recently audited accounts if requested

e) meet any of the relevant optional rejection factors specified in regulation 23(4) of the 2012 Regulations (see Part B of the Selection Questionnaire)

Also at Stage 1, the Council may disqualify any Tenderer who fails to provide a Response to any questions in this ITT or inadequately or incorrectly completes any question

5.1

Additional Information

This contract will be awarded for an initial period of two years with the option to extend to two further one-year periods. The service will be phased-in over the first year in negotiation with Aberdeenshire Council with agreed pro-rata payments.
