Healthcare Improvement Scotland is looking to procure a customer relationship management system (“CRM”) and a complimentary document management system (“DMS”) which will facilitate the following functionality:
— Document management,
— Corporate intranet,
— Contact and relationship management,
— Workflow & service management,
— eForms,
— Email & mailbox management,
— Retention, archiving & disposal,
— Paper management.
Currently within Healthcare Improvement Scotland this functionality does not exist.
The system must be intuitive for the staff while remaining flexible and configurable enough to adapt to our changing requirements. The system will be hosted within NHS Scotland on a windows platform.
There is a requirement for the supplier to work with an NHS hosting team for the deployment of the systems. The supplier will also be required to provide the configuration, training and documentation to NHS staff.
We require robust and responsive support services covering security patches and necessary upgrades and their deployment as well as any day to day issues which may arise.
The contract will be let as a single supplier framework by Healthcare Improvement Scotland and may be accessed by other health boards who have a similar requirement to Healthcare Improvement Scotland.

Precise information on deadline(s) for lodging appeals: Regulation 32 of the Public Contracts (Scotland) Regulations 2006 (SSI 2006/1) (as amended) requires us to notify all unsuccessful suppliers and summarise the reasons why they were unsuccessful and to explain the characteristics and relative advantages of the successful tender. Regulation 32 also requires us to observe what is known as the “standstill period” – during which we must refrain from entering into contract with the winning tenderer. For the purpose of this contract the standstill period shall run for a period of 15 days commencing the day after the date that notification is despatched to you (10 days if sent electonically). The bringing of court proceedings against Healthcare Improvement Scotland during the standstill period will automatically continue the prohibition on entering into the contract until the Court proceedings are determined, discontinued or disposed of, or the Court, by interim order, brings to an end the prohibition. The remedies that may be awarded by the courts before the contract has been entered into include the setting aside of the decision to award the contract to the winning tenderer. The bringing of court proceedings against Healthcare Improvement Scotland after the contract has been entered into will not affect the contract unless grounds for the imposition of special penalties under the 2006 Regulations can be established. Otherwise, the remedies that may be awarded by the courts where the contract has been entered into are limited to the award of damages. In the event that an economic operator submits a written request for information to the Authority within the relevant standstill period, the Authority shall respond to such a request within 15 calendar days of receipt, and in doing so shall provide the following information:
a) for economic operators who did not submit a tender, the reason why that economic operator was unsuccessful; and
b) for a economic operator who submitted a tender, (other than a tenderer which has already received a valid standstill notice from the Authority) the name of the economic operator to be awarded the contract (or the parties to the framework agreement, if relevant).
