Crown Commercial Service (CCS) (the Authority) is seeking to establish a Framework Agreement for the provision of applied behavioural insights and related services, to be used on occasion in isolation and as part of an end-to-end process. The Framework Agreement consists of a single Lot with multiple Suppliers appointed to the Framework Agreement, awarding to five (5) Potential Providers. The single lot structure addresses feedback received, the requirement to coordinate different Suppliers for more than 1 lot could seriously risk undermining the proper execution of the Framework Agreement. The Framework has been designed to facilitate collaborative working to build ongoing relationships with government teams, and to contribute to growing the supplier market.

The maximum number of Suppliers may increase where two (2) or more bidders have tied scores in last position only or fall with 1 % of the last placed Supplier, last place is fifth (5th) place.

The Value in Section II.1.5) is only an estimate, we envisage spend through the Framework to be between 12 000 000 GBP to 16 000 000 GBP. The Authority cannot guarantee any business through this Framework.

Bidders will be assessed in accordance with Section 5 of the 2015 Public Contract Regulations (implementing the Directive) on the basis of information provided in response to a Bid Pack.
