Cumbria County Council, Allerdale Borough Council, Carlisle City Council and South Lakeland District Council are together looking to invite tenders for a general household survey that asks local residents about their level of satisfaction with their quality of life and their area.

The survey replaces the Place Survey which was, up until recently, a statutory obligation for councils to deliver.  The new survey will be similar in content, and partners will be looking to be able to benchmark results against previous Place Surveys.

Cumbria has a two-tier local authority structure. The County Council provides certain services to residents and six district councils provide others.

For the purposes of the this survey, three of the six district councils have come together with the county council with the intention of contracting out the administration of the survey to a single outside contractor – thus benefiting from economies of scale.

The four authorities are hereafter referred to as the Partnership. For the purposes of this tendering exercise the county council is the lead authority.
