Description of the contract
In 2011 Arts Council England began a discussion with arts and cultural sector organisations to understand and compare the quality of work by, with and for children and young people whether as participants, audience members or artists. Work to date has included: • Establishment of an external reference group • Literature review of existing quality frameworks • Three seminars and an online blog to stimulate discussion on quality • Identification of seven quality principles to underpin sector work with children and young people Following this first phase we have begun preliminary testing of the CYP principles (October 2013- February 2014) with a cohort of five pilots. The testing includes scoping interviews, design of self evaluation frameworks bespoke to individual pilots and collection of data and evidence. We also want to reinforce and continue the sector engagement which has characterised our work to date and work with a second larger cohort January -March 2014. This contract is phase 2 of work begun in October and outlined above. We require this phase to: • To test the CYP quality principles further with a wide group of arts and cultural organisations • To explore further alignment of the CYP quality work with the metrics pilot project We anticipate the preferred bidder to work with a variety of arts and cultural organisations across all six art forms -theatre, dance, music, visual arts, combined arts, and literature and also museums and libraries. In addition working with core groups including the public, peers and children and young people is of paramount importance. As stated previously this research must build on the first phase of testing outlined above and should also align with Arts Council England metrics work currently being undertaken. The phase 2 pilots should build capacity in sector organisations to embed learning, evaluation and the CYP quality principles into their work. We anticipate this will result in enhanced skills to capture and analyse quality data. The preferred bidder will provide the following deliverables: (1) Inception report which outlines the approach and methodology determining thereby the exact focus and scope of the exercise, the sampling and data collection mechanisms building on the approach and evidence from phase 1 October 2013- February 2014 (2) A final report that consolidates all of the findings from the research in such a way that allows Arts Council England, working with the sector, to formulate a holistic approach to embedding the CYP quality principles into organisations. This report will provide a coherent, methodical and documented programme of sector organisation engagement and debate which will inform an approach to measuring quality for the arts and cultural sector, the Arts Council and our partners. (3) A sector event in Spring to report back on the testing of the quality principles to date. The ITT contains a full list of the requirements.
