Description

Northamptonshire County Council, Cambridgeshire County Council and Norwich City Council currently run their ICT operations and a number of professional and transactional “back-office” services through a shared service partnership called LGSS. Details of those services can be found at www.lgss.co.uk.

The LGSS partners listed above are looking to provide Data Centres services, including Co-location, Disaster Recovery (DR) and other professional services to the Data Centres managed by LGSS in Northampton, Cambridge and Norwich and their associated DR sites.

The overarching aim will be to offer cost-efficient, resilient shared services to both internal and external users and potential customers.

They are considering how they may approach the future procurement and provision of these services and are seeking information through a soft market test (SMT) exercise initiated through publication of this Prior Information Notice (PIN).

Some of the objectives identified include:

• Consolidation/integration of the three council’s infrastructure and service assets.
• Provision of increased availability, resilience and enhanced backup and Disaster Recovery.
• Increased flexibility in service provision (capacity, ability to flex upward or downward the number of services).
• Increased ability to deliver services remotely, provide extended support when required.
• Improved visibility of operating costs and Total Cost of Ownership (TCO).
• Improved focus in allocation of spend and budgeting in IT and IT services.
• Progression towards becoming a ‘best of breed’ Shared Service Centre (SSC) for both internal and external users, Local Government Authorities and other Public Bodies.

This SMT exercise will be managed in an open and transparent manner to maximise the possible benefits. Participation or non-participation in this exercise will not disadvantage or affect any supplier’s ability to participate in any future procurement activity, should LGSS partners decide to progress to procurement phase.

The LGSS partners will not enter into a contract based solely on the responses to this PIN and no information contained in this document or in any communication made in connection with it, shall be relied upon as constituting a contract, agreement or representation that any contract shall be offered in accordance with this PIN.

Suppliers interested in participating in this SMT exercise are invited to register their interest via email to SRevell@northamptonshire.gov.uk, providing company and main contact details. An SMT document, which explains the process in more detail along with the questions for completion and submission by 17:00 on Friday 23rd November 2012, will then be issued.
