The Councils detailed requirements are as set out in the Councils Specification available on request and include, without limitation, the design, build, installation, support and maintenance of the System and the Equipment for the Data Centre on a modular basis that:
1.1 On installation supports and as a minimum, 6 racks with secure door access of which five shall be 42U server racks (to hold all server and SAN) and one shall be a 42U Switch rack (to hold all network/SAN switches and network patch equipment):
1.2.
Provides a maximum rack occupancy in the Data Centre of no less than 10 racks to allow for an increase in business requirements over the next 10-15 years, if required:
1.3.
Provides sufficient power and cooling to meet current requirements (25kW) approximately) and with the ability to increase power capacity to at least 45kW and additional cooling capability in the event of an increase in the business requirement of the Council at a future date, if required:
1.4.
Includes monitoring of key data centre components, to provide temperature, humidity, water and flood (if water based cooling solution) detection capability with suitable warning to a dedicated specialist data centre monitoring system:
1.5.
Ensures Energy and efficiency monitoring to deliver accurate PUE ratings:
3.1.6.
Has a life expectancy of between 10 and 20 years:
1.7.
Provides Uninterrupted Power Supply capability of at least 60 minutes and a maintenance Bypass capability:
1.8.
Encompasses an efficient cable management system:
1.9.
Incorporates a cable support system with spare capacity of at least 50 % following installation of the first 6 racks when fully occupied:
1.10.
Provides for the installation of all racks with cabling to be overhead with cable tray routes remaining accessible after the installation of all Equipment:

Includes comprehensive support and maintenance for the System and the Equipment including without limitation general, mechanical, electrical, software maintenance to underpin 24/7 continuous operation to include appropriate preventative and reactive support and maintenance:
1.12.
Training: To ensure the components of the system can be supported operationally by the in house team.
1.13.
Includes all other services and the provision of goods or materials to as required, at Tenderer’s own cost to ensure that the Data Centre is provided Ready for Use following Final Acceptance Testing in accordance with the Implementation Plan on the Completion Date, all as defined by the overarching Conditions of Contract that it is proposed will govern the Tender. The conditions of Contract form part of the Tender Documents.
