Over the last six years Kent County Council has invested substantial amounts of time and money in upgrading its computer networks and infrastructure.
The Council has a requirement for the provision of voice and data cabling on a call off basis for the Council’s properties and, where appropriate, the removal of existing out of date networks within Council properties. Included within the Council’s requirement is the provision of network design and consultancy and the provision of some electrical wiring where this is associated with data and voice cabling works.
At present the majority of Data Cabling will consist of Cat5e/6 and above UTP cabling with single-mode, multi-mode fibre cabling between cabinets and buildings. In the newest buildings the Council has installed Cat6 Cabling. The successful tenderer must have a proven track record of designing and installing CAT6 and above cabling systems.
The Council’s properties vary greatly in size and type and the contractor should be able to provide the service in these differing environments.
Each cabling system must be designed to meet the Council’s current and future needs for connectivity for the building concerned. This will vary considerably dependant on:
— the type and age of the building.
— the Council’s ownership of the building.
— the Council’s long-term property requirements for each area and the building’s suitability to meet those changing requirements.
— the building’s design and its current Network/Voice cabling.
The Council is seeking one approved cabling contractor to install, commission and maintain all of its present, future and new cabling installations
The appointed contractor will be jointly responsible with the Council’s ICT department for the project management, installation and design of all cabling schemes, room layouts and on-site Health and Safety.
Subject to demonstration of best value the appointed contractor will be awarded all cabling contracts covering ad-hoc additional cabling small medium and large cabling projects.
The appointed contractor may also be involved in the removal of the building’s existing Data/Voice cabling at a later date once the users have been moved onto the new cabling structure. Full testing and documentation including CAD drawings will be required for such sites and the installation must be backed by an appropriate manufacturer’s guarantee of not less than 25 years.
In most of the Council’s buildings there is a single CAT5e/6 cabling structure that has been recently installed. However, in a few buildings there are legacy cabling systems encompassing a mix of cabling types.
The Council’s Wide Area Network (WAN) and the Local Area Network (LAN) in all of its buildings excluding Hospitals and Schools are managed on a day to day basis by the Council’s ICT Group.
The Council requires all new buildings or sites that are re-cabled completely to be installed with CAT6 cabling system as a minimum.

Section III: Legal, economic, financial and technical information
(a) is bankrupt or is being wound up, where his affairs are being administered by the court, where he has entered into an arrangement with creditors, where he has suspended business activities or is in any analogous situation arising from a similar procedure under national laws and regulations;

(c) has been convicted by a judgment which has the force of res judicata in accordance with the legal provisions of the country of any offence concerning his professional conduct;

(f) has not fulfilled obligations relating to the payment of taxes in accordance with the legal provisions of the country in which he is established or with those of the country of the contracting authority;
(g) is guilty of serious misrepresentation in supplying the information required under this Section or has not supplied such information;
(h) has been the subject of a conviction for participation in a criminal organization, as defined in Article 2(1) of Council Joint Action 98/733/JHA;
(i) has been the subject of a conviction for corruption, as defined in Article 3 of the Council Act of 26 May 1972 and Article 3(1) of Council Joint Action 98/742/JHA3 respectively;
(j)has been the subject of a conviction for fraud within the meaning of Article 1 of the Convention relating to the protection of the financial interests of the European Communities;
(k) has been the subject of a conviction for money laundering, as defined in Article 1 of Council Directive 91/308/EEC of 10 June 1991 on prevention of the use of the financial system for the purpose of money laundering.

Section IV: Procedure
Objective criteria for choosing the limited number of candidates: Applicants’ PQQ responses will be evaluated according to the criteria as published in the PQQ. The Council will rank the applicants according to their total score and anticipates that no less than five and no more than eight of the highest ranked applicants will be invited to tender for its requirements.
