This Invitation to Tender (ITT), the first of three ITTs, is to develop the software and systems that will underpin the Foundations Staff Individualised Record (SIR) collection. The SIR is used for the collection, reporting and analysis of staff workforce data submitted by Further Education colleges (FE colleges), Work Based Learning (WBL) and Adult Community Learning (ACL) providers.
The second ITT will be for hosting services associated with the contract and the third ITT will be to provide support in promoting the SIR, assisting data providers in submitting data and working to ensure high return rates across the sector. We have chosen not to issue all three ITTs at this time, because some aspects of ITT two and ITT three are dependent on the technical architecture and functionality delivered by this contract. No supplier will be precluded from bidding for the second and third ITT.
The current contract for data collection ends with the 2014/15 academic year records on 31.3.2016. The data load, validation, and verification engine will therefore need to be in place for 1.8.2015 in order for third party suppliers to test systems integration. The full operational service will need to be in place for 31.3.2016.

The budget available for this project is GBP 440 000 inclusive of any VAT applicable between February 2015 and the end of March 2018. In financial year 2014/15, the maximum budget is no more than GBP 40 000; in 2015/16, no more than GBP 260 000; and in subsequent financial years, up to GBP 70 000.

Description of these options: The contract will be awarded from 16.2.2015 to 30.3.2018 for the delivery of all the Outputs and Deliverables listed in this Tender Specification document. The contract will be awarded on a 3 years plus 2 years plus 2 years basis, therefore extensions for 2 years may be granted on up to 2 occasions, dependent upon the performance of the supplier.
