The SSRO is seeking a supplier to host, provide support and carry out development on the existing Defence Contract Analysis and Reporting System (DefCARS). DefCARS is a secure data capture, analysis and reporting application for single source defence contracts, delivered via a web based interface.

II.2.4)Description of the procurement:

DefCARS is a secure data capture, analysis and reporting application delivered via a web based interface to a closed group of users. DefCARS allows defence contractors to submit their statutory reports in an electronic format to the MOD and SSRO, and incorporates functionality to allow the SSRO and the MOD to review reports and carry out analysis. Submitted defence contract data is OFFICIAL – SENSITIVE – COMMERCIAL. The SSRO is looking for a supplier to continue to provide secure hosting of the database and web application, provide system support and routine development to improve the system further. Further ad hoc system development will be required throughout the contract.

The Contracting Authority intends to hold a demonstration of the current DefCARS system on Wednesday 21.2.2018 at a Central London location. Tenderers wishing to attend should confirm by sending a message through the e-portal. Full details of time and venue will then be issued.

The Contracting Authority reserves the right to invite individual tenderers to present details of their bid as part of the evaluation process. The intention of such presentations is for further clarification of points provided in the tender responses, should further explanations be required.

The estimated value is inclusive of any additional development undertaken during the contract period and any subsequent extension. No guarantees are made in relation to the volume of additional development work throughout the contract period and any extension.

The Contracting Authority expressly reserves the right not to award any contract as a result of the procurement process.
