GTCNI is planning to undertake an exercise to procure a new Registration and Regulation database that will replace the Council’s existing database of ‘Register of Teachers’ to ensure that it meets the current and future requirements of the Council.
The planned new database that GTCNI wish to procure will position the Council’s new ‘Register and Regulation of Teachers’ as a comprehensive and robust resource for the delivery of innovative business processes for effective and efficient delivery of high-quality Council services.
In addition to the register of teachers, there may be a future requirement to deliver database functionality for the registration and regulation of Further Education (FE) lecturers, to enable the Council to meet legislative responsibilities in these areas.
The Registration and Regulation Database will enable officers to establish and maintain registration records of individuals within both the ‘Teaching’ and ‘FE’ sectors as distinct identifiable groups and provide the necessary functionality to establish and maintain ‘Regulatory Case Files’ for both sectors.
The aim is to ensure that the future service delivery model offers a high-quality, value for money service. GTCNI are seeking innovative proposals for the future service delivery model.

The Market Sounding Specification and Questionnaire document sets out the objectives of the exercise, provides background information and outlines the scope of services to be provided by prospective contractors. Any submissions received in response to this exercise will not constitute any contractual agreement between the respondent and GTCNI and will not be taken into account in any future tender evaluation exercise.
The objectives of the exercise are to:
— Prevent unachievable projects from reaching Official Journal of the European Union (OJEU) stage;
— Gain initial supplier awareness, engagement and opinion, resulting in a confidence around viability of concept;
— Gain insight to the market possibilities and potential innovative solutions;
— Understand risks and issues not previously considered;
— Inform the Procurement Strategy.
