Introduction.
United Utilities are looking for a Commercial off the Shelf Product with a view to replace the existing Property Searches system, consisting of the following applications -Business Objects, MSD, MapExtreme, Access databases and an external website. These are currently used by the Property Searches team to provide Drainage and Water searches for both domestic and commercial customers.
The IT infrastructure that hosts the current system is unstable and out of support. There is an on-going risk that the existing infrastructure could fail at any time.
We require a COTS replacement system that is automated, on-line and integrated with United Utilities new ESRI GIS systems and eradicates all existing infrastructure issues providing a reliable, supported and fully integrated suite of applications with the flexibility to make changes required as part of legislative need or future business plans without risk to systems or infrastructure.
Scope and Purpose.
— The scope of requirements relate to the provision of a Contract for a supplier to manage and deliver the United Utilities Property Searches Replacement Project, which shall replace the current Property Searches system.
— The solution will consist of a number of re-used parts already within the UU landscape, including but not limited to the ESRI GIS mapping system. These will be integrated into the solution building on the incumbent webMethods technologies.
— Hardware and software licences to support the installation and operation of the new system.
The Property Searches system provides customers with Drainage and Water Searches (CON29DW) and detailed maps of how properties within the United Utilities footprint may be served by water services and public wastewater drainage facilities.
The to-be solution needs to be hosted on a platform with longevity of support and enable configuration changes to reports and business rules to be made by the business without the need to go back to the supplier.
United Utilities require a Commercial off the Shelf product, ideally licensed on a perpetual basis, that meets, a minimum of UU’s Functional requirements and three quarters of Non Functional requirements without the need for any further configuration or customisation. It is anticipated that less than 10 % of the requirements would be met through customisation of the solution, the majority of the remaining requirements being met through configuration of the product.
UU requires any tenders to have demonstrable experience of successful delivery of such a product and will require references at ITT stage.
It is anticipated that on-going support and maintenance of the product will be required.
The proposed Property Searches project consists of One Lot, with an anticipated duration of 9-10 months. Value of the contract will be between five hundred and six hundred and fifty thousand GBP.
