Description

Debt Collection Services for Cambridgeshire, Northamptonshire County Council’s and the LGSS Managed service on behalf of Norwich City Council are now jointly managed by LGSS Revenues and Assesments and they wish to standardise the collection process and agents that they use across all partners and customers.

Sundry Debt is income due to the Council in respect of goods or services provided and contractual liabilities from licences and agreements. Where possible, the Council requests fees up front, however, most payments are due retrospectively and invoices are, therefore issued.

Cambridgeshire, Northamptonshire County Council’s and the LGSS Managed service on behalf of Norwich City Council shall be awarding contracts to the top three providers on the basis of the evaluation of the initial framework assessment and allocating the work evenly for the first six months of the arrangement. This shall be then reviewed and dependent upon performance of each provider against those measures stated in Appendix A and B of the tender documentation, the re-allocation of work shall be re-distributed appropriately by the authorities 

This framework agreement shall be open for use by Cambridgeshire County Council and Northamptonshire County Council and all of LGSS’s:

(i) existing and or future partners and other organisations delegating services and or functions to LGSS (currently Cambridgeshire County Council, Northamptonshire County Council, Norwich City Council and Northampton Borough Council) who participate in LGSS’ shared services venture; 
(ii) customers of LGSS, 
(iii) any city, district, borough or other local authority within the counties of Cambridgeshire and Northamptonshire; and 
(iv) any companies or organisations set up by participants in LGSS. 

This framework arrangement shall have three providers and shall be initially for 2 years, with an option to extend for 1 further year.
