Description of the contract
The Government’s aim is to reduce the risk from emergencies so that people can go about their business freely and with confidence . As part of this, Cabinet Office coordinates a framework of emergency exercises which simulate an emergency situation. Where the scale or complexity of an emergency is such that some degree of Government coordination or support becomes necessary, a designated Lead Government Department is responsible for the overall management of the Government response. The Department of Energy and Climate Change (DECC) is the Lead Government Department for energy supply emergencies. This covers major supply disruptions to electricity, gas and petroleum products. DECC has well established emergency response arrangements in place which are routinely tested. As part of this testing and validation regime we are tendering for consultants to design, deliver and facilitate two Command-Post Exercises (CPXs): 1. A major ‘Tier 1’ exercise to be held in April 2014 that simulates a major disruption to the electricity supply; and 2. An internal DECC “Tier 2” exercise to be held in Autumn 2013 as a training exercise for DECC staff involved in emergency response. The Contractor’s scope of work will be to carry out all activities necessary to design, deliver and facilitate the two exercises, as well as perform post-exercise evaluation.
