The Big Lottery Fund wishes to procure a Contractor to deliver an Accelerator Fund. The Accelerator Fund will provide grants to one or more cohorts of participants and improve the sustainability, capacity and scale of early stage (incorporated for less than 3 years) social enterprises to deliver greater social impact, in addition to attracting new investors to the sector in Scotland.
The Contractor will be required to provide the following services:
(1) To develop, manage and administer the Accelerator Fund and all associated grant funding available through the initiative.
(2) Undertake market outreach and engagement activities across Scotland around social investment and the Accelerator Fund with potential applicants, potential social investors and other key stakeholders in the field.
(3) The Contractor will provide intensive start-up support services to one or more cohorts of participants. It must also provide a range of non-financial support to the early stage social enterprises, including one-to-one support from specialist advisors, group support sessions (such as workshops) to encourage peer to peer learning and pro-bono support from high-profile mentors recruited by the Contractor.
(4) The Contractor will support participants to negotiate and secure investment deals with social investors.
(5) The Contractor will be required to provide an evaluation of the Accelerator Fund including proposals for the dissemination of learning around both the process and the impact of initiative.

Joint and several liability. Should the successful tenderer be a consortium of organisations, the Contracting Authority reserves the right to require a successful consortium to form a single entity. The Contracting Authority will require the lead partner to be responsible for completing the contract on behalf of the consortium and enter into a contract with the Contracting Authority. Other consortium members will be required to enter into back to back subcontracts with consortium members.

Information and formalities necessary for evaluating if the requirements are met: As a minimum bidders must confirm that the circumstances set out in Article 45(1) and 45(2) of Directive 2004/18/EC or or Regulation 23(1) or 23(4) of the Public Contracts Regulations 2006 (as amended) do not apply. Bidders that do not confirm this will be excluded from the competition.

Information and formalities necessary for evaluating if the requirements are met:
The Fund requires the Contractor to have a minimum of 12 months relevant experience successfully delivering similar initiatives that provide financial and nonfinancial support to early stage social enterprises. This must include experience of actively engaging with networks of social investors. It must also include grant administration experience.
As grant making is an essential part of this contract, you must also provide examples of previous funding application templates and assessment frameworks produced for administering grants as part of your response.
The evidence must be supported by verifiable references.
(2) As a minimum the bidder must provide evidence that it has a quality management system in place.
(3) As a minimum the bidder must submit a complete tender in accordance with every instruction and requirement set out in the ITT.
