Description of the contract

The Cabinet Office requirement is a for service contract under Annex II B of Directive 2004/18/EC . The Team Test will be a two-night residential programme pilot, held over the weekend of 14th – 16th December, for selected 16 and 17 year olds who have participated in NCS programmes in autumn 2012. It will be held on Ministry of Defence (MoD) training sites The request is being made by the Office for Civil Society (OCS), which sits within the Cabinet Office. The Office for Civil Society works across government departments to translate the Big Society agenda into practical policies, provides support to voluntary and community organisations, and is responsible for delivering a number of key Big Society programmes. National Citizen Service is one of the Coalition Government’s flagship initiatives for building a bigger, stronger society. The programme aims to be a rite of passage for 16 and 17 year olds and help to promote a more cohesive, responsible and engaged society. It is a voluntary programme involving residential and at-home components in which young people come together in a team to design and carry out a social action project in their local area.
