Description of the contract

London Borough of Barking and Dagenham is now inviting expressions of interest for NFDC accredited demolition contractors to be shortlisted to a final tender list of 5 contractors who will be invited to tender for the demolition / site clearance of the former Goresbrook Leisure Centre, Ripple Roa, Dagenham, RM9 6XW. The Leisure Centre itself was constructed around 1990 and has a floor plan area of approximately 7000m2. The building is split between single and two storeys in places and at its highest point is approximately 13m high. Within the Leisure Centre a swimming pool, gymnasium, sports hall, café/bar and general offices exist and the building was used up until early/mid 2012. Currently no date has been confirmed for the commencement of the demolition works and we await clarification. As part of the demolition all foundations and drainage up to 1500mm in depth will need to be grubbed out / removed as part of the contract. Depending on time constraints associated with this scheme there may be a requirement for the successful contractor to carry out some asbestos removals works, but this will be subject to clarification. These works have an estimated value of approximately £350,000.00 and will consist of:- • Arranging for all stats disconnections prior to demolition. If time constraints are tight, advice with regard to the use of temporary crash decks if necessary. • To ensure any outstanding asbestos removals are completed prior to demolition. • The demolition and site clearance of all identified buildings. • Levelling the site upon completion of the works. Tenders are anticipated to be issued in January 2013. With assessment criteria based on 80% price:20% quality criteria. Once the scores of the top three contractors have been ascertained, final clarifications of the top three will then be requested an assessed on 60% price:40% quality.

How to apply

Expressions of Interest Companies wishing to be considered for this project must be fully NFDC approved and in their expression of interest must show proof of their membership. Historically there have been issues with e-mail submissions not being received so therefore once sent can you seek clarification that you e-mail has been received AND ALSO send a hard copy of these documents in the post to arrive before the cut off date below. All expression of interest submissions must be supported with the following: 1. 1No A4 sheet single or double sided – A case study of a Leisure Centre / Sports Centre demolition project carried out in the last 5 years, together with a current client reference and contact number. 2. Proof that in the last 3 years that you have completed demolition projects for 3 separate local authorities. As part of your substantiation you will need to supply current client references and contact numbers. 3. 1No A4 sheet single or double sided – Advising of the best for of demolition method for this type of building. Can you assume steel framed construction with concrete floors and cavity masonry / lightweight clad external walls. As part of your answer can you include measure that will prevent unauthorised access into the building itself and to the car park, which you are to assume is 2 times the plan area of the building. 4. A copy of you current NFDC membership certificate. 5. 1No A4 sheet single or double sided – Added quality issues (including client liaison, reducing impact, risk management and site health and safety). 5No sheets in total + any cover sheet. Any requests for supporting information or trade brochures will not be considered. If any submissions are in excess of the requirement above you will be assessed on the content on any first sheet for each of the five items. It should be noted that the council will be looking for a maximum of 5 contractors to take part in the tender and the final selection will be based on the quality of the information you supply in your expression of interest.
