Description of the contract
The Homes and Communities Agency is looking to appoint a Contractor for the demolition of a three storey flat roofed former Smallwood Health Centre building up to 1m below ground. Level, crush all materials and leave a level site or stable slope as required and safe removal of all asbestos containing materials. Contractors must be licensed by the HSE and also be members of the Asbestos Removal Contractors Association (ARCA). Work is notifiable under CDM The minimum level of Public Indemnity & Employers Liability and Damage to Property insurance cover needed for this contract is £5 million.
How to apply
These works are being procured via a two stage tender. An initial pre-qualification questionnaire (PQQ) with supporting memorandum of information (MOI) must be completed by all contractors wishing to be considered for inclusion on the shortlist for tender. The PQQ is intended to identify candidates which are most capable of performing the contract in terms of financial status, technical ability and professional capacity. A shortlist of 4 – 6 contractors will be invited to tender following the evaluation of the PQQs. The contract will be awarded based on a quality and price basis, 60% quality and 40% price split. All tenders will be checked and the Contractors will be notified of any errors in the computation of his tender and afforded the opportunity to amend, stand by the tender or withdraw.. Organisations wishing to tender for HCA contracts must be registered and assessed by a prequalification assessment scheme which is a member of SSIP (Safety Schemes in Procurement). This also applies to Non Construction companies. Registration and assessment must be in place prior to being invited to formally tender for the project or works. Further information on SSIP and details of assessment scheme members can be found on http://www.ssip.org.uk/ Contractors must provide details of proposed asbestos testing and certification organisations and confirm that your organisation is included in the HSE list of asbestos licence holders and you have a standard category licence. Contractors must have in place Public and Employers Liability insurance, Damage to Property cover of £5 million to undertake this Contract. All interested candidates should complete the PQQ questionnaire and provide all supporting information to the email address in this document by the stated deadline. Please note that no EOI is required. This procurement exercise is being managed by URS Infrastructure & Environment UK Limited on behalf of the Homes and Communities Agency (the Contracting Authority) and all correspondence should be placed to URS as specified in the Contract Information. All discussions, meetings and communications will be conducted in English. The contract will be subject to English law. Tenders and all supporting documents must be priced in GBP and all payments under the contract will be made in GBP. This procurement and award is subject to the transparency arrangements being adopted by the UK Government. These arrangements include the publication of tender documentation issued by the HCA and the contract between the HCA and supplier.
