Expression of interest advertisement in regard to the shortlist tender selection for the demolition of the 6 storey block that forms 5-91 Althorne Way, Dagenham, Essex, RM10. (works planned for Spring / Summer 2015). The London Borough of Barking & Dagenham is now inviting expressions of interest for either NFDC / NDA accredited demolition contractors to be shortlisted to a final tender list of 5 who will take part in the final selection process for the contract to demolish numbers 5-91 Althorne Way, which is located in a central Dagenham. The 6 storey block in question is of concrete framed construction and dates back to the 1960’s. Shop retail units are located at ground level with 5 levels of residential units over. The works are scheduled to take place in one singular phase and will involve stats terminations, soft strip, demolition and site clearance including removal of foundations and drainage within the buildings footprint. In terms of programme, it is anticipated the successful demolition contractor will not take complete ownership of the site until April / May 2015, but will have opportunity to start soft strip works and erect hoardings before this time. 5-91 Althorne Way is located close to Robert Clack and All Saints Secondary Schools and is located on a direct route of access for students attending these schools. A car park serving the Becontree Leisure Centre faces the block, with an access road to residential low rise blocks to the rear. The site can be accessed from the A1083 Green Lane and A1112 Whalebone Lane. The estimated cost of the contract is assumed to be circa £675,000.00 and restricted access to the block exists due to an access road to the rear. The works required from the demolition contractor will include:- • Arranging for meter removals and stats disconnections prior to demolition. • Ensuring any outstanding asbestos removal works is completed. • Securing the site and maintaining 24-hour security during demolition contract. • The demolition and site clearance of the 6 storey block including foundations and drainage to a depth of 2m. As part of these works there will be a requirement for the works to be co-ordinated with any Archaeological fieldworks as required. • Levelling the site upon completion of the works to the satisfaction of the appointed LBBD project manager. Tenders are anticipated to be issued at the end of 2014 with the view that the successful contractor will start the process of service disconnections / soft strip immediately upon appointment. As the block is located close to a number of schools, a leisure centre and a populated residential area, it is imperative that all works / vehicle movements are undertaken to the highest standards possible and with the upmost consideration to local residents. Expressions of Interest Companies wishing to be considered for this project must be fully NFDC / NDA approved and in their expression of interest must show proof of this. All expressions of interest to tender must be supported with the four following points. Please note you MUST adhere to the number of pages requested and that all information will be printed double sided. No consideration will be given to any submissions that fall outside this remit: 1. 3 separate case studies (including client references) of similar sized concrete framed demolitions that you have carried out in the last 3 years. You will need to show proof that these works work were completed during this time and ensure your client ref are current and may be contacted. – (Item 1 should be submitted on a maximum of 3 pages of A4 paper that can be double sided and your client contact names and numbers must be included. 2. Details of how you propose to carry out the demolition works, maintaining full vehicular / pedestrian access to the front and rear of the block together with timescales for the pure demolition phase. – (Item 2 should be submitted on a maximum of 2 pages of A4 paper that can be double sided). 3. What is your estimate for demolition, not including a figure for stats disconnections or asbestos removals? Please note, if you are successful in making the tender list the value you submit in your EOI will be cross reference and though variations will be included in the final tender document. General accuracy will be scored at this time. (Item 3 will not be marked as part of the EOI submission but will be cross referenced a tender stage and should be submitted on 1 page of A4 paper). 4. It’s strongly recommended you visit the block in order to accurately answer this question, but from accessing this expression of interest, what issues as a demolition contractor do you feel need to be managed and how do you feel your company and site team will be able to manage them. Any site specific items need to be included in your answer. – (Item 4 should be submitted on a total of 4 No pages of A4 paper that can be double sided). The total number of A4 pages that must be returned to LBBD will be a maximum of 11, one of which will be a covering letter on headed paper and the other 10 as specified above. As part of the short listing process question 1 will be weighted with 30 marks, question 2 30 marks, question 3 zero marks (but must be submitted) and question 4 40 marks. Marking against each of the four areas will be given by LBBD against the following: 0 – No response is submitted 1 – Response is given but its felt you have not addressed or understood the question. 2 – If it’s felt you have generally answered the question but left out any detail. 3 – You have demonstrated a good understanding of the requirements expected but clarification on a number of minor points is needed. 4 – Your response has fully met the expected criteria and no further clarification is required. 5 – You have expanded the expected response further and given an answer that really has impressed the marking team. ALL questions need to be answered and if further short listing is required, the references you submit in questions 1 and 4 may contacted and asked how they felt your company carried out the demolition works on site, if the works were delivered on time and if not reasons for delay. If the references you give no longer work for the company in question you will be scored zero, so before giving reference names and numbers it will be in your best interest to check first. If at this stage a number of contractors cannot be split they will be included in the tender subject to agreement with the marking team. All expressions of interest must be submitted in writing only and hard copies delivered to the Barking Town Hall by no later that 12 noon on Friday 24th October 2014. It will be you own responsibility to make sure that your submission is delivered in good time and it would be in your best interest to make sure a written receipt of delivery is given. At 12 noon on the day in quest a council officer will be picking up the last returns and if they are not on the reception desk LBBD will not accept your submission.
