YOU MUST COMPLETE AND RETURN THE CONTRUCTION PQQ PROVIDED
Number of Service providers that will be invited to tender: Not predetermined, but there will be a maximum of SIX bidders that the tender will be issued to. This will be sufficient to ensure genuine competition for the award of contract.
Awarding Authority: Oldham Council, Corporate Procurement, Civic Centre, West Street, Oldham, OL1 1UG
Background / Overview: Applications are invited from suitably experienced contractors in the public sector to undertake the demolition of Fitton Hill Library & Youth Centre
Place of Delivery: Fitton Hill Library & Youth Centre, Fir Tree Avenue, Fitton Hill, Oldham.
Period of Contract: This will be a circa 12 week project, likely to commence in June/July 2012.
Award Criteria: It is the Council’s policy to award contracts on the basis of both quality and most economically advantageous tender, assessed through its agreed tender evaluation model of criteria set out in the tender documentation.
In order to streamline the pre-qualification stage, the Council has adopted the Constructionline methodology for demonstrating financial capability and work category experience.
Constructionline is an official government service managed by Capita under a public private partnership, and is the public sector minimum standard for pre-qualification as regulated by BIS (Dept. For Business Innovation and Skills)
Applicants not on Constructionline are encouraged to register, as it will simplify their inclusion in the pre-qualification process.
Contractors unwilling to register on Constructionline will need to complete the PQQ in order to demonstrate their capabilities in the same way as those already registered on Constructionline.
Once expressions of interest have been collected, and pre-qualification status has been confirmed in line with the advert requirements, the SIX contractors invited to tender will be generated via a random selection process, which will be auditable, open & transparent.
Constructionline registered status of suspended, inactive or not in line with advert requirements will render the PQQ as a fail.

Although the Authority uses Constructionline for pre-qualification, Companies which are not registered will not be precluded from expressing an interest in this contract notice, but will need to demonstrate the appropriate evidence to the Authority that they can meet the requirements of the evaluation criteria and will be required to complete the full pre-qualification questionnaire.
The answers given in the PQQ, and/or, information held by Constructionline will form the basis of the information required for short listing.

Issue of tender documents
