Contracts shall be awarded on a regional and/or a national basis depending on the outcome of the tender responses and evaluations.
The contractor(s) will be required to provide a customer focused service, and demonstrate a commitment to providing an effective service and support. This must provide measurable Value for Money to Sanctuary.
Contractors will need to demonstrate:-
– They have the skills, equipment and experience to meet the constraints of tight deadlines, environmental restrictions, site clearance, and difficult locations.
– Undertake demolition packages large or small.
– Fully complying with all current legislation relating to demolition work, including all aspects of CDM 2007 Regulations.
– Use the most environmentally responsible techniques.
– Have in place strict controls, working methods.
– Work very hard to minimise the disruption caused to communities.
– Maximizing the elements within the structures for re-cycling.

Contractors shall have the opportunity to submit Tenders based your organisations area of expertise. This tender offers Contractors the opportunity to shape a flexible, cost-effective, efficient service, whilst offering the opportunity to grow and develop as a Contractor to Sanctuary. Contractors shall be required to offer a customer focused service, with a commitment to providing both an efficient, innovative and cost effective demolition service solution that provides demonstrable Value for Money throughout the life of the Contract.
Sanctuary reserves the right to withdraw from the Procurement Process at any time, without any costs to Sanctuary, and without awarding any contracts. Contractors are to be responsible for any costs and expenses which may be incurred as a result of participating in this Procurement Process. Interested Contractors shall be able to demonstrate the relevant knowledge and particular skills required to deliver the service described.
NOTE: – The volume of works generated under this framework cannot be guaranteed due to the varying nature of the portfolio of properties managed by Sanctuary along with Building Programme.
Key elements of this framework are as follows:
1) Contractors can express an interest in either National supply or for specific regions and for all or one/multiple disciplines. All Contractors must have the skills, experience to meet the requirements, potentially tight deadlines and restrictions at varied locations.
2) Accomplish Value for Money, with consistent price commitment offering improved service. Contractors will be expected to make the process as cost effective as possible, driving out unnecessary costs from the process.
3) It is expected that the prices be fixed for a period of 2 years, and thereafter reviewed in line with CPI.
4) A key element of this framework is the opportunities for Employment and Training. Sanctuary aims to deliver a range of projects and initiatives that shall assist in improving both skills and quality of life by providing employment and enterprise opportunities, all of which encourage independence and lead to thriving communities. As such, part of the Tender process
requires the Contractor(s) to evidence their experience in this area, and to illustrate how that experience can be built upon to offer the opportunities which Sanctuary anticipates shall be created.
5) Contractors must adhere to Sanctuary’s Equality and Diversity policy, and that all Contractors have environmental and health & safety policies in place, in line with Sanctuary’s aim to think sustainably and to limit our impact on the environment along with health and safety aspects.

Section III: Legal, economic, financial and technical information
Description of particular conditions: Yes
The Contractor(s) will need to be able to meet the requirements in the PQQ and the service levels defined within the ITT in terms of level of quality, response times, specification, and range of services needed.
The Contractor is expected to meet several Key Performance Indicators (KPIs) at regular intervals to assist in the continuous improvement of the service.
Contractors are expected to work within all current and future legislation and regulations, where applicable.
Opportunities for Employment and Training – Sanctuary aims to deliver a range of projects and initiatives that shall assist in improving both skills and quality of life by providing employment and enterprise opportunities, all of which encourage independence and lead to thriving communities. As such, part of the process requires the Contractor to evidence their experience in this area, and to illustrate how that experience can be built upon to offer the opportunities which Sanctuary anticipates shall be created.
(a) is bankrupt or is being wound up, where his affairs are being administered by the court, where he has entered into an arrangement with creditors, where he has suspended business activities or is in any analogous situation arising from a similar procedure under national laws and regulations;
(b) is the subject of proceedings for a declaration of bankruptcy, for an order compulsory winding up the administration by the court or of an arrangement with creditors or of any other similar proceedings under national laws and regulations;
(c) has been convicted by a judgement which has the force of res judicata in accordance with the legal provisions of the country of any offence concerning his professional conduct;
(d) has been guilty of grave professional misconduct proven by any means which the contract authorities can demonstrate;
(e) has not fulfilled obligations relating to the payment of social security contributions in accordance with the legal provisions of the country in which he is established or with those of the country of the contracting authority;
(f) has not fulfilled obligations relating to the payment of taxes in accordance with the legal provisions of the country in which he is established or with those of the country of the contracting authority;
(g) is guilty of serious misrepresentation in supplying the information required under this Section or has not supplied such information;
(h) has been the subject of a conviction for participation in a criminal organization, as defined in Article 2(1) of Council Joint Action 98/733/JHA;
(i) has been the subject of a conviction for corruption, as defined in Article 3 of the Council Act of 26 May 1972 and Article 3(1) of Council Joint Action 98/742/JHA3 respectively;
(j) has been the subject of a conviction for fraud within the meaning of Article 1 of the Convention relating to the protection of the financial interests of the European Communities;
(k) has been the subject of a conviction for money laundering, as defined in Article 1 of Council Directive 91/308/EEC of 10 June 1991 on prevention of the use of the financial system for the purpose of money laundering.

(b) the presentation of balance-sheets or extracts from the balance-sheets, where publication of the balance-sheet is required under the law of the country in which the economic operator is established;
(c) a statement of the undertaking’s overall turnover and, where appropriate , of turnover in the area covered by the contract for a maximum of the last three financial years available, depending on the date on which the undertaking was set up or the economic operator started trading, as far as the information of these turnovers is available.

Contractors will also need to complete an online PQQ (within Due North Pro Contract). The PQQ consists of:
i. Generic questions designed to assess a Contractor’s suitability to become a Sanctuary approved Contractor.
ii. Project specific questions, designed to assess a Contractor’s capability to fulfil Sanctuary’s needs as laid out in the contract process.
Section IV: Procedure
Justification for the choice of accelerated procedure: Consortiums do not cover the national requirement of Sanctuary properties and geographical locations, and the process needs to be run in line with Sanctuary’s Corporate Programme.
Objective criteria for choosing the limited number of candidates: A Framework contract is being generated to cover Sanctuary’s requirements (Sanctuary will most likely be using JCT terms and conditions although a bespoke set may be used), this framework will help provide support to Development team and external Providers. The PQQ shall be assessed against a scoring matrix, under which the highest scoring Respondents shall be invited to Tender (ITT). Prices and service levels will be fixed.
Sanctuary does not guarantee or imply any level of business as a result of an organisation being awarded an agreement under the framework.
Section VI: Complementary information

Contractors will also need to complete a PQQ. The PQQ consists of two sections:
i. Generic questions designed to assess a Contractor’s suitability to become a Sanctuary approved Contractor.
ii. Project specific questions, designed to assess a Contractor’s capability to fulfil Sanctuary’s needs as laid out in the contract process.
Interested Contractors should register their interest via our website www.sanctuary-tenders.co.uk . Once you have completed the registration process, you will then be provided with a user name and password which will enable you to enter our Due North Pro-Contract system (which is free to Contractors). As a pre-requisite to the Tender process you will first need to complete an on-line pre-qualification questionnaire (PQQ). (Note please follow the wizard tool within Due North first, otherwise you may not see the PQQ).
Any successful Contractors at the PQQ stage will then be chosen to receive an Invitation to Tender (ITT) document.
Any queries in relation to the PQQ or ITT should be addressed through the Tenders Portal. Any other method of contacting Sanctuary regarding the PQQ or ITT will not be considered.
