Description of the contract

Leicester City Council is seeking to appoint a suitably qualified and experienced Specialist Data Centre Design and Build contractor for the proposed transformation of an existing Council property (located on Anstey Lane area of Leicester) to a facility to house their primary Data Centre. Leicester City Council currently runs the ICT operations from one main Data Centre located within its Headquarters building in the Centre of Leicester. This building must be de-commissioned by 31st December 2013, presenting the Council with a need to establish a new data centre and then decant all current equipment and services to the new data centre. A building within the Council’s Property portfolio has been identified as the location for the new data centre. This building was decommissioned from its current usage at the end of April 2012. The building is still within the Leicester City Boundary, but further away from the City Centre than the current facility. It is Leicester City Council’s wish to refurbish this building as a modern, highly efficient and secure Data Centre. The data centre is required to be designed and built to regulatory standards and be fit for purpose with efficient mains power protection (UPS plus generator), renewable energy sources, ‘green’ fit for purpose cooling, fire detection and suppression, staff accommodation and ancillary services. There is outdoor space on the site which can be used to house the necessary plant for cooling, back-up generators and associated fuel tanks. The work required will also involve provision of civil works for new incoming mains feeds and communications links and a full maintenance package of all equipment- this will take into account the warranty period. The maintenance element will be minimum 3 years with a possibility to extend every year to a maximum of 10 years. Social, economic and environmental regeneration is important to the Council. Leicester City Council schemes propose to promote a stronger economy better able to meet the needs of the community and to develop measures to promote social inclusion. Therefore, successful applicants will be expected to assist the Council to fulfill these objectives through increasing the opportunities for employment and training. This tender seeks to procure a contractor with specialist experience in the Design & Build of Data Centres and to provide a maintenance service based upon a restricted tender process. The expected completion date for works covered by this tender is 1st August 2013, with an expected duration for the design and build phase of 6 months. Approx. Values: £1.5m for works of the Data Centre (12 months), £500k for maintenance over 10yrs. Suppliers must read through this set of instructions and follow the process to respond to this opportunity.
