Description of the goods or services required

The Highland Council is seeking to employ a Principal Contractor for works involving the full design, supply, installation and commission of biomass heating schemes at Golspie High School/Sutherland Swimming Pool and Golspie Primary School.

3 Conditions for Participation

3.1

Minimum standards and qualification required

Contractors, sub contractors and suppliers must be registered under the Microgeneration Certification Scheme (MCS) for this particular technology. Contractors and their subcontractors must be registered under the Considerate Constructors Scheme.

Contractors must demonstrate suitable qualifications in electrical and heating installations and membership of SELECT, NICEIC or equivalent.

All plant and equipment must comply with British and European standards.

The contractor or their sub contractor must also demonstrate that suitable design qualifications and installation competence in line with the requirements of the MCS scheme and have quality assurance procedures in place in accordance with (as a minimum) MCS001, but ideally ISO9001 or similar and shall comply with the OFT consumer code of practice and be registered with REAL.

All personnel engaged in the final inspection and commissioning must have an awareness of MCS008.

Installations must comply with BS EN 303, Building Regulations and the Clean Air Act 1993.

Additional Information

Tenderers are requested to complete a Supplier Appraisal Questionnaire and Tender Evaluation Questionnaire for this project.

The Highland Council are developing the use of Constructionline/CHAS Registration as part of their pre qualification requirements for contractors applying for capital property related construction tenders. The initiative intends to avoid repetitive requests for general information at supplier appraisal or pre qualification stages. However, the Council cannot insist on Constructionline/CHAS Registration and must allow non registered contractors to be assessed to an equal standard.

Contract award shall be based on a price/quality evaluation as detailed in the tender documents.

Completed tenders must be received by 12 noon on Friday 24th February 2012, via the Tender Postbox facility on this website.
