The London Borough of Enfield invites expressions of interest from suitably qualified and experienced providers in relation to being admitted onto a multi-contractor framework agreement comprising up to three contractors for the design, construction and completion Reardon Court Extra Care Home, with associated external works, at 26 Cosgrove Close London N21 3BH.

• Timescale for completion of construction work: 104 weeks.
The employer wishes to enter into a contract for the design, construction and completion of Reardon Court Extra Care Home with associated external works. The employer requires that the contractor shall submit his proposals for designing and carrying out the works hereinafter described, which proposals shall include a statement of the fixed price sum the contractor will require for undertaking all that is necessary for completing such works in accordance with the employer’s requirements. It is the employer’s intention to procure these works via a single stage tender using a JCT Design and Build Contract, 2016 Edition.
The Council requires assurance that the contractor will deliver what has been offered in their tender submission — for example that the proposed design team has been appointed. Prior to acceptance of the tender by the employer, the successful tenderer will be required to enter into a pre-construction services agreement to progress the detailed design as detailed in the PCSA Compliance Statement included within Appendix N. The tenderer is required to price the compliance statement which will form the basis of the payment under the PCSA. Payment will only be made upon compliance of each item and will be certified within the first valuation of the main contract. Award of the works contract award will be entirely subject to the successful completion of a activities required under the pre-construction services agreement, including specifically M&E Services and that sufficient design acceptance has been completed prior to works contract award and commencement of works on site.
If the successful contractor honours what has been offered with their tender, there will be a seamless progression to works contract award. If the successful contractor fails to deliver, they will be in breach of the PCSA and will not be awarded the works contract and will bear all costs. In this instance, the Council reserves the right to re-engage with the second placed tenderer under the framework agreement.

The tender returns will, in part, be evaluated on the basis of tenderers’ approach to delivering social value. Further guidance will be provided in the detailed tender documentation.
