Portsmouth City Council (the Council) wishes to procure an imaginative and innovative Architect Lead Design Team of consultants to support the design and construction of new adult social care facilities.
The Council has conducted a Strategic Review of its adult care facilities and following this review the Council is seeking to rationalise its adult care facilities to ensure that they provide for current and future local needs.
The Council is proposing to design and build a new Adult Social Care Residential Unit with a Net construction value of circa 5 000 000 GBP plus VAT. The Council’s target start on site date for this scheme is July 2014 with a completion date of October 2015.
The new building will comprise the following accommodation:
a. 60 Bed dementia residential care home for older people with dementia.
b. 10 Bed reablement and respite unit for adults with physical disabilities.
c. Associated day services facilities for adults with physical disabilities.
The Council is aiming to have appointed the successful Design Team by 3.4.2013.

The appointed Design Team will be responsible for developing the project from RIBA (Royal Institute of British Architects) Work Stage A: Appraisal to RIBA Work Stage D: Full Planning Approval, delivering the following key elements by October 2013:
— feasibility design,
— gaining of detailed planning permission,
— provide advice to the Council on alternative methods of building procurement,
— analyse, recommend and incorporate into the design process a project delivery programme,
— preparation of design, outline specifications and preliminary cost plan.
In completing the above elements, the Council will require the appointed Design Team to:
— recommend, form (assemble) and lead the team of consultants required for undertaking the services,
— provide a named lead consultant to work closely with the City Council, stakeholders, end users and private sector partners to design appropriate care facilities,
— act as design lead and lead consultant for the project, to co-ordinate and integrate into the overall design the services of the other consultants,
— appointing and paying from their fee any other consultants external to their organisation used up to the end of RIBA Work Stage D.
Following completion of the elements outlined above the Design Team will then either be novated to the Design & Build contractor appointed following a competitive tender process or retained to act as the Client’s Employer’s Agent/Design Advisor.
This decision will depend on the chosen method of building procurement. The consultant will be required to provide indicative fees for undertaking the remaining services covered by the RIBA Conditions of Appointment Work Stages E-L.
The lower estimated contract value stated below is based upon completion of RIBA stages A-D for which the Council will contract directly with the appointed Design Team. In addition to completion of stages A-D, the higher estimated contract value also includes for completion of RIBA stages E-L for which the Council will contract indirectly with the appointed Design Team via a Design & Build Contractor in the event that the Contractor novates the Design Team.
Copyright in all documents and drawings prepared by the design consultants and in any work executed from those documents and drawings shall be assigned to the client, and remain the property of the Council on the completion of the project (subject to the payment of fees).
The form of contract to which the appointed Design Team will work to will be the RIBA Agreements 2010 (2012 revision).
The Council has a duty and a desire to promote good race relations and to eradicate all forms of discrimination. It will expect any appointed consultant to promote actively these objectives.

It is envisaged that the contractors ranked from 1 to 5 following evaluation of their completed pre-qualification questionnaires who meet all of the minimum requirements stated will be invited to tender.
