2. The Project Brief
The scope of service to be undertaken is a mixture of refurbishment, extension, demolition and new build to rationalise, expand and upgrade the accommodation and respond to current and future teaching, research and clinical practices. The timescales and prioritisation of each element of work will depend on funding and business need.
There are several elements to the project –
– Lot 1: Large EBVC Research and Imaging Centre in the region of 10m GBP.
– Lot 2: New Theatre Block in the region of 2m GBP.
– Lot 3: General Refurbishment in the region of 5m GBP
– Lot 4: Veterinary Support Buildings in the region of 4m GBP
– Lot 5: Teaching Block and Large EBVC Hub in the region of 5m GBP
It is intended to make one appointment for Design Team services. Roll over to other lots will be subject to approval of business plans, funding availability and the satisfactory performance of the Design Team. It is intended that the design work on Lot 1 and 2 commences immediately with construction taking place within 3 to 4 years. Work on Lots 3, 4 and 5 will follow on from that. Design Team services will be based on a percentage fee of estimated construction work (excluding VAT) relative to each lot. Design Team services for each lot will be for RIBA Stages C to E (detailed design) then F to L (tender to practical completion). There will be a break between as funding strategies develop. As part of ITT, the fee structure for each RIBA stage will be made clear in the event of funding interruptions.
3. Overview of Procurement Exercise.
As a first step to awarding the design contract for this project, this Pre-qualification Questionnaire (PQQ) has been drafted in order to assess the ability of the companies who are seeking the appointment. The PQQ is marked out of 66 and the highest 5 companies will be invited to tender. This tender will be a percentage fee of the construction costs and a further questionnaire. Both will be marked and weighted as per award criteria to get a final cost/quality mark. For final selection, the University may opt to interview.

This appointment is for a Design Team. The Design Team should consist of Architecture Consultants, Mechanical/Electrical Engineer and Structural Engineer (incl. services). The Lead Consultant will be the Architectural Consultants, who will need to have the necessary size and experience for this type of project.
This PQQ should be completed by the Lead Consultant.
The Quantity Surveyor, BREEAM advisor and CDM Co-ordinator should be excluded, as they will be appointed directly by the University.
