The College has had plans developed through to RIBA Stage C for designs of Phase 2 and 3 of the planned redevelopment of the New Bedford Road campus. the contract will be to take the stage C designs through to completion of the project. There will be a need to work closely with the current design team for Phase 1 of the redevelopment to integrate the designs and requirements.
The procurement route for the project will be a 2 stage desing and build so the entire desing team will novate over to the contractor after stage D or E.
The services required are all the design services required to deliver the entire project except for the Cost Consultancy.

Description of particular conditions: The Appointed Design Team must take on the full design from RIBA Stage C as developed for the College and take over any liabilities associated with the completion of the designs. the Design Team will also need to work very closely to coordinate the designs with Phase 1 of the Redevelopment.

Information and formalities necessary for evaluating if the requirements are met: (1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.
(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.

(3) All candidates will be required to provide certification from an independent body attesting conformity to environmental management standards in accordance with the Community Eco-Management and Audit Scheme (EMAS); or the European standard BS EN ISO 14001.

Barnfield College has developed a master plan for the redevelopment of the New Bedford Road site and includes for a 5 phase replacement of approximately 10,000m of old buildings. The College is progressing with the development of phase 1 which is to deliver approx 3800m and is seeking to appoint a main contractor for the works within the next 6 months.
The College has also developed plans for a linked block that includes Phase 2 and 3 of the 5 phase development through to RIBA Stage C inlcuding cost reports. These works were carried out under a previous OJEU notification.
The College is looking to procure the Developemnts under a 2 stage design and build contract with the design teams novating over to the main contractor when they have been selected and appointed.
The College is seeking expressions of interest and then tenders for picking up the Stage C designs for Phase 2 and 3 and taking these through to completion of the projects. Depending on the procurement time and programming of works the plan will be that the desing team will novate over at either Stage D or E of the design.
A Pre Tender Questionnaire will need to be completed as the first part of the selelction process. From the returned PTQ 5 teams will be invited to make a tender submission and presentation to the College prior to the final selection being made.
