Project Details.
Background.
An option appraisal has been undertaken for the School of Law and the favoured option was the refurbishment of an expanded Law footprint with Old College based around the School’s current footprint in the building. Initial feasibility work has defined how the building can be refurbished through a number of phases over a period of circa 5 years dependant on funding. The phased approach maintains the Law School presence in Old College over the refurbishment period with a number of local decants required. It may also be possible to review the intended 4 phase approach following detailed investigation and as other decant opportunities arise.
Old College itself is ‘A’ listed and is regarded as the University’s premier iconic building, also housing the University’s senior management. William Playfair, Robert Adam and Rowand Anderson have all contributed to the design of Old College and it is highly regarded by the Planning Department and Historic Scotland.
Scope of Appointment.
It is intended to appoint a single design team (Architect, Structural, M+E engineer) for all the phases listed below to ensure consistency from brief to completion.
The initial appointment is for the design of the complete refurbishment with this appointment rolling on to the individual phases identified in the initial design phase, subject to approval of business plans, funding availability and the satisfactory performance of the design team.
A percentage fee based on the cost banding is anticipated however a fee proposal is not required at PQQ stage.
Design Team appointments will be on an incremental basis and the anticipated phases are as a follows:
Lot 1 – Design Phase – RIBA stages A-D.
Development of detailed accommodation brief for the School of Law.
Review the scope and phasing for major external and internal refurbishment.
Submission of a Planning Application for the complete refurbishment proposals.
Preparation of material to support business planning and initial costing proposals.
Full service listed under RIBA schedules and University appointment documents.
Estimated timescale Spring 2013 – Early 2014.
Lot 2 – Decant projects in advance of first phase – RIBA stages A-K.
Small scale projects in association with various phases typically including the relocations of a moot court room, relocation of teaching accommodation, refurbishment to form a temporary school admin area and the re-location of academic offices.

Overview of Procurement Exercise.
As a first step to awarding the design contract for this project, this prequalification has been drafted in order to assess the ability of the companies who are seeking the appointment. The prequalification is marked out of 66 and the highest 5 companies will be invited to tender. This tender will be a percentage fee of the construction costs and based on responses to a further questionnaire. Both will be marked and weighted as per award criteria to get a final cost/quality mark. For final selection the University may opt to interview.
Please note no walk rounds will take place during the PQQ stage. Also should you seek clarification with regards to the information detailed within this PQQ documentation pack then please submit your request via Intend item of correspondence functionality.
This appointment is for a Design Team. The Design Team will provide Architectural, Mechanical and Electrical Engineering and Structural services. It is also anticipated that the design team will provide all necessary sub consultants e.g. Fire Engineering, Commissioning consultant, landscaping design etc. The Lead Consultant will be the Architectural Consultants who will need to have the necessary size and experience for this type of project. This PQQ should be completed by the Lead Consultant.
The University of Edinburgh will directly employ a Quantity Surveyor, CDM co-ordinator BREEAM Consultant, Ecologist, Archaeological Consultant, Asbestos surveyors and monitoring/supervision specialist.
The University of Edinburgh will also provide in-house Project Management and COW’s (Clerk of Work’s).
